A summary of all legislation considered or approved by Findlay City Council during its regular meetings.

On August 6:

Resolutions

22-2024, one reading only, approving expenditures paid by the auditor's office either made without a purchase order or exceeding the limit of $3,000: $8,360 paid by the law director to Spengler Nathanson Law, Toledo, for legal services; $13,961 paid to Hartford Insurance, Troy, Michigan, for flood insurance. Resolution adopted 10-0.

23-2024, first reading, declaring it necessary to provide enhanced public services in the Downtown Findlay Improvement District, and declaring an emergency. A resolution is needed to renew district agreement.

Ordinances

2024-80, third reading, vacating a portion of Tappan Street. Ordinance approved 10-0.

2024-81, third reading, establishing a 12-month moratorium on the cultivation, processing or dispensing of recreational marijuana within city limits, and declaring an emergency. Ordinance approved 9-1, with Councilman Jim Niemeyer, R-6, opposed.

2024-82, third reading, authorizing city administrators to enter into a contract for the purchase of a new utility pickup truck for use by the Findlay Traffic Signals Department, appropriating $70,000 from the capital improvement fund and declaring an emergency. Ordinance approved 10-0.

2024-84, second reading, appropriating $40,250 for the installation of an emergency generator at The Cube, 3430 N. Main St, and declaring an emergency. A total of $35,000 in American Rescue Act Funds (ARPA) will be transferred from the Sidewalk Improvement Program and $5,250 from the capital improvement fund.

2024-86, second reading, authorizing city administrators to enter into a contract for the installation of a new air handler in the mechanics bay of Findlay Fire Station 4, 7047 Hancock County Road 236, appropriating $16,542 and declaring an emergency. Motion to suspend council's three-reading rule approved 9-1, with Councilwoman Holly Frische, R-1, opposed. Ordinance approved 8-2, with Frische and Councilman Grant Russel, R-at-large, opposed.

2024-87, second reading, authorizing city administrators to advertise for bids and enter into contracts for the city's fourth round of capital improvement spending in 2024, appropriating $214,000 and declaring an emergency.

2024-88, second reading, appropriating $140,000 from the city's capital improvement fund for the north apron rehabilitation project at the Findlay Airport, 1615 Gray St., and declaring an emergency. Motion to suspend council's three-reading rule approved 9-1, with Frische opposed. Ordinance approved 9-1, with Frische opposed.

2024-89, second reading, authorizing city administrators to waive formal bidding requirements and enter into a contract with Hohenbrink Excavating, LLC, Findlay, for the replacement of a sanitary sewer in an alley off of 5th Street, appropriating $115,000, and declaring an emergency. Motion to suspend council's three-reading rule approved 9-1, with Frische opposed. Ordinance approved 10-0.

2024-90, first reading, certifying assessments for the provision of enhanced public services to the Downtown Findlay Special Improvement District, and declaring an emergency.

2024-91, first reading, appropriating $1,000 from the city's general fund to pay for certified mailings notifying property owners in the Downtown Findlay Improvement District of renewed assessments to support enhanced public services, and declaring an emergency.

2024-92, first reading, appropriating $10,651 from Ohio Attorney General Law Enforcement Continuing Professional Training Grant to the Findlay Police Department required training fund, and declaring an emergency. Motion to suspend council's three-reading rule approved 10-0. Ordinance approved 10-0.

2024-93, first reading, appropriating $650,000 for the first phase of a planned storm sewer upgrade on Washington Avenue, and declaring an emergency. A bid opening was held on the project on July 14, with Fenson Contracting LLC, Fort Jennings, submitting the lowest and the best bid of $440,833. A $300,000 Ohio Public Works Grant would help pay for the construction and contingency. An additional $350,000 would be appropriated from the city's sewer fund.

2024-94, first reading, authorizing city administrators to enter into a project agreement with the Ohio Department of Transportation for the resurfacing of Melrose and Broad avenues, and declaring an emergency. Motion to suspend council's three-reading rule approved 9-1, with Frische opposed. Ordinance approved 10-0.

2024-95, first reading, accepting the Covington Greens Subdivision 1st Addition replat #2.

2024-96, first reading, accepting the Dale Park Subdivision final plat.

2024-97, first reading, appropriating $300,000 from the Ohio Department of Transportation, Jobs & Commerce, to the Sheetz infrastructure project, and declaring an emergency. Motion to suspend council's three-reading rule approved 9-1, with Frische opposed. Ordinance approved 9-1, with Frische opposed.

2024-98, first reading, appropriating $200,000 from the city's water fund for the replacement of a water pipe at the Findlay Water Treatment Plant, 136 N Blanchard St., and declaring an emergency. Motion to suspend council's three-reading rule approved 10-0. Ordinance approved 10-0.

2024-99, first reading, authorizing the mayor to enter into an agreement with the Hancock Regional Planning Commission and the Ohio Department of Development for services related to the Economic Development Revolving Loan Fund, retroactive to Jan. 1 through 2026, and declaring an emergency.

2024-100, first reading, authorizing the auditor to enter into a contract with MedBen as the third-party healthcare plan administrator for the city, and declaring an emergency.
