Carson City Supervisors to hear housing appeal, opioid settlements, health plan rate increases, and more

The next Carson City Board of Supervisors meeting will be held on Thursday, April 20 beginning at 8:30 a.m. in the Bob Crowell Boardroom of the Community Center, located at 851 E. William Street.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on "In progress" next to the meeting date, or by tuning in to cable channel 191.

For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.

On the agenda:

— Firefighter/Paramedic Houston Bernston will be honored as Employee-of-the-Quarter for his hard work, followed by a presentation of Length of Service certificates to city employees.

— Supervisors will hear from the District Attorney regarding the proposed settlement of claims by the state of Nevada against Allergan concerning opioid-related claims as a part of the One Nevada Agreement.

If accepted by supervisors, Carson City will receive seven annual disbursements in the amount of $33,773.12 for a total of $236,411.83.

Allergen's total payment to the state of Nevada is $26.5 million, which will release all further claims against the company for their part in the opioid epidemic.

— Similarly, supervisors will discuss a settlement with CVS as part of the One Nevada Agreement for an amount of ten annual dispersants in the amount of $146,955 for a total amount of $1.47 million.

CVS's total payment to the state of Nevada as part of the agreement is $151,858,772.26 which will release all further claims against the company for their part in the opioid epidemic.

— The Board will hear an appeal filed by Catherine Borde concerning the Planning Commission's approval of an application from Carson Luxury Housing LLC for a special use permit to construct a multi-family development at the southeast corner of Stafford Way and Silver Sage Drive.

The Planning Commission approved the SUP on Feb. 22, 2023, which requested a permit to construct a 12-unit multifamily residential development of a 27,000 sf parcel zoned Neighborhood Business.

In the appeal, Borde cites a lack of other multifamily housing, and an "established single-story neighborhood character" as reasons for her appeal. She also states that "the views (existing neighbors) have paid for would be blocked" by the proposed two-story project, and that renters would have "free access to our public street" which would limit outdoor activities of current residents.

She also states that "residents in the immediate area (of the apartments) would be subjected to increased noise, noxious odors from outdoor cooking and car exhaust fumes, smoking, barking dogs, loud music, and outdoor gatherings."

However, according to staff, all the zoning surrounding the subject property has base zoning of Neighborhood Business or Multifamily Apartment, and only one single-family zoned property is adjacent to the site, across Silver Sage Drive. The subject property and property immediately to the north, east and south all have a Master Plan land use designation of High Density Residential.

Staff also stated there is no zoning regulation stopping any of the existing homes to build up to 2-stories.

— Discussion and possible action will be held regarding a proposed resolution adopting an ordinance establishing the Downtown Neighborhood Improvement District (DNID) and the South Carson Neighborhood Improvement District (SCNID) which would create annual DNID and SCNID assessments for 2024 based on annual maintenance costs and a 10 percent administrative fee for the city.

— The Board will discuss health insurance policies for city employees which includes a 2 percent rate increase for health plans.

Currently, city employees utilize Anthem for their health insurance. The contract proposed is a one-year contract renewal with a 2 percent rate increase for the PPO plan and a 2 percent rate increase for the high deductible plan. A vision insurance benefits contract through Kansas City Life as a two-year contract will also be discussed, with no rate increases.

— The Carson City Cultural Commission will provide their annual report as well as their work plan for the upcoming fiscal year.

— The Board will discuss a Request for Qualifications for the South Carson St/South Stewart St. Roundabout Public Art Project, including the reallocation of $25,000 from the Facade Improvement Program and $25,000 from the Redevelopment Discretionary Funds for a total budget of $200,000.

According to the agenda, The roundabout at the intersection of South Carson Street and South Stewart Street is part of the recently completed South Carson Complete Streets Project. A "gateway monument" public art feature in the center of the roundabout has been discussed and envisioned for the last five years with Carson City first allocating funding for the project in 2018. The proposed RFQ was created in accordance with the approved Carson City Public Art Policy to seek proposals from qualified artists or artist teams through a competitive process, and is being brought to the Board for review and approval prior to publishing.

— An interlocal contract between the Carson Water Subconservancy District and the city will be discussed, regarding a contribution of $23,000 from CWSD to the Morgan Mill High Water Mark Project for an overall cost of $33,000.

This project is for the installation of an artistic structure at the Carson City Morgan Mill Road River Access area that displays the elevations of a 100-year flood event and past floods that have occurred at the location, with the intention of increasing community awareness of flood risk.

— A contract with Spencer Motorworks dba TSA Custom Car and Truck will be discussed, which would provide as-needed "upfit" services for Carson City vehicles used by the sheriff's office, fire department and public works department for an annual amount not to exceed $300,000, which will provide the city with parts and labor for the vehicles.

— The Board will vote on budgets for the Board of Supervisors as well as the Redevelopment Authority for fiscal year 2023-2024.
