This request for information (RFI) is posted for market research purposes ONLY. It is not a solicitation.
Statement of need:
The
Product or service description:
" Orthotics/Prostheses, to include:
" below knee and above knee artificial legs,
" and below elbow and above elbow artificial limbs;
" Terminal devices;
" Complex knee and elbow systems;
" Myoelectric Systems;
" Numerous socket and suspension systems;
" Use of high technology and lightweight materials;
" Various manufacturing processes.
VISN 19 Sites / Local Geographic Area:
Local Contractor: is defined as having a legitimate facility/workplace within 100 miles of any of the sites listed below.
It is of critical importance that we provide the maximum feasible number of local contractors in order to avoid delays in timeliness of service, and subjecting our veterans to factors such as unnecessary travel, and insufficient certified Prosthetist availability.
The Orthotics/Prostheses and related services are to be provided to the following facilities in VISN 19:

All contractors shall have an
Additionally, any state licensing requirement must be met where mandated by law.
The Contractor shall fabricate all prostheses/orthotics in strict conformance to the prosthetic prescription that has been provided by the VA Amputee Clinic Team.
The fitting and alignment of the following artificial limbs/services must be performed under the supervision of a certified prosthetist who has met the applicable educational and training requirements. Veteran beneficiaries artificial limbs wearers may be measured, fitted, and accept conditional delivery of their artificial limb at the contractor's facility. Final delivery and check out will be conducted at the VA facility, unless otherwise indicated by the VA Amputee Clinic Team.
New technologies require proof of training.
Only those prosthetists specifically trained or receiving training for the purpose of providing the item and that training is complete by delivery of the item, may provide the item and follow up service to the Veteran.

The resulting contract vehicle from this process will be either a multi-award IDIQ or a multi-award BPA
A primary goal of this solicitation is to provide our veterans with reasonable access to contractors across our geographic area. In order to ensure timeliness of service for our veterans we are looking to have as many possible contractors under this contract vehicle so that our veterans can have ample resources across VISN 19.
