Harper man gets jail for selling pot

March 24--A 21-year-old Harper man has been sentenced to eight years in prison for dealing morphine and marijuana in the parking lot of the Sidney Baker H-E-B last summer.

Joseph Vincent Reyes appeared before District Judge Rex Emerson Thursday and pleaded guilty to two felony drug dealing charges pursuant to a plea agreement negotiated between Assistant 216th District Attorney Lucy Wilke and local defense attorney Richard Ellison.

Emerson sentenced Reyes and ordered him to pay $738 in court costs. Reyes' most serious charge, dealing 2.4 grams of morphine, was punishable by as much as 20 years in prison.

Officers with the Kerrville Police Department's Special Crimes Unit conducted a sting operation on July 18, 2013 and arrested Reyes, who'd come to their attention after a probation officer reported the man was dealing drugs. A confidential informant told police Reyes had sold several people hydrocodone, Xanax and morphine. Reyes was then on probation for dealing drugs in Bexar County.

Man gets probation for kicking cop

A 23-year-old Fredericksburg man accused of kicking a Kerrville police officer last summer has been sentenced to four years probation.

Patrick Conger appeared before District Judge Keith Williams Tuesday and pleaded guilty to assaulting a public servant, a felony punishable by as much as 10 years in prison. Williams sentenced Conger to probation and ordered the man to complete 200 hours of community service and pay court costs of $383 and $1,037 restitution to the city's insurance company.

Conger was arrested June 14, 2013 after two Kerrville police officers were dispatched to 905 Paschal Ave. in response to reports of a woman and man fighting at an apartment at 2:15 a.m.

The man was identified as Conger, but it's not clear who the woman is or what they were fighting about. Officers discovered Conger had an active city warrant on a public intoxication charge, so they tried to arrest him.

According to a police report, the officers grabbed Conger's wrists to handcuff him, but the man yanked his hands free and refused to put them behind his back as ordered. One officer then put his left arm around Conger's neck and used his other hand to grab Conger's right wrist, whereupon Conger pushed the other officer to the ground. Conger then kicked the down officer in the face, chest and throat. The other officer pulled Conger backward, and they both fell onto a chair. The officer who was kicked pepper sprayed Conger and the man was jailed overnight.

Others sentenced last week include:

--Kevin Abbott, 37, sentenced to seven years in prison for violating probation on charges of aggravated robbery, credit card abuse and burglary of a habitation.

--Samantha Fernandez, 33, sentenced to nine months in prison for violating probation on a felony theft charge.

--Michael Moore, 29, sentenced to four years in prison for violating probation on an aggravated assault charge.

--Billy Lynch, 36, sentenced to five years probation for possessing less than 1 gram of heroin. He was ordered to enter a state-run, in-patient drug addiction rehabilitation facility.
