The Shelbyville City Council has a new member after Jason Rhodes was appointed to fill the Street Commissioner position Monday night.

The council position came open after the resignation of Sheridan Trobaugh when he was named the city's Public Works manager. Rhodes will serve the remainder of Trobaugh's four year term.

The appointment came at the end of a busy council meeting that included renewing the city's health insurance through Blue Cross and Blue Shield. Insurance agent Derek Hayden said the 9.9 percent increase in premiums was lower than average.

"With the costs of insurance I can tell you this is the lowest rate increase I've seen this year," he said.

The council also approved a $15,303 invoice from Dick Clark Plumbing for repairs to a leak at the Shelbyville Family Aquatic Center. Commissioner Mark Shanks said the leak repair was more costly after it was discovered the original contractor didn't follow the approved architect plans.

"We've taken care of it now," Shanks said. "The new line is in and the whole thing, including the water slide is up and running. We still have to fix some of the concrete but the plumbing work is done."

The council approved a plan to remove trees on city property on Broadway from North Ninth Street to North Twelfth Street. Mayor Jeff Johnson said the tree removal was in preparation for sidewalk work along the street. The project is funded through a grant for sidewalks.

In other business the council: Approved the route for the Shelbyville High School Homecoming Parade on October 1 at 4 pm. Approved the sale of a city owned lot on West South Second Street for $3500. Approved a quote for new street signs on Illinois 16 and Illinois 128. Approved the repair of a tractor/loader/backhoe by Birkey's. Approved work on the city's sewer system on the city's east side to include a camera view of the route.
