Summary of the Sept. 27 meeting of Newville Borough Council

Newville Valley Times-Star, The (PA)

Newville Borough Council met on Sept. 27, and discussed and approved the following items:

– Approved the adoption of Resolution 2022-14, "A Resolution of Newville Borough Council waiving police officer contributions to the Newville Borough Police Pension Plan for the year 2023."

– Approved a request from the Newville Community Action Committee to hold the annual Halloween Parade at 7 p.m. Monday, Oct. 31, with lineup at 6 p.m. on Broad Street, provided the Chief of Police is able to provide traffic control.

– Approved a Conditional Use Permit to allow Gary Kamin to open a tattoo studio at 21 S. High St. The application was recommended by the Newville Borough Planning Commission.

– Approved waiving the enforcement of the borough's open container ordinance for a portion of Glebe Avenue at South High Street on Nov. 3, from 5 to 7 p.m. in order for the Newville Economic Development Authority to hold a mixer for local businesses at Whiskers Brewing Inc. The short section of Glebe

Avenue adjacent to Whiskers will be used for overflow if needed.

– Approved a letter in support of the John Graham Library's application for a grant from T-Mobile. If awarded, the grant will be used for a library expansion project.

– Approved a request from Gay Deitch to allow the Big Spring High School football team to hold a "Duck Regatta" fundraiser at the Laughlin Mill at 11 a.m. Saturday, Oct. 8.

– Authorized the Newville DPW to assist the Big Spring Presbyterian Church to post warning signs in the parking lot of the church on South Corporation Street to prohibit unauthorized parking. In recent months, the church has been victimized by abandoned vehicles left in their parking lot. Newville DPW will

help erect the signs, the church must pay for the materials. Big Spring Presbyterian Church, like most other Newville churches, open their lots during the winter for parking when the borough hauls snow from the streets.

– Authorized Solicitor Marcus McKnight to meet with Richard Gobin to amend a developer's agreement to prohibit Mechanic's Liens and to memorialize gifts offered by Richard and Ann Gobin to help offset the cost of the new municipal building project.

– Authorized Solicitor Marcus McKnight to work with Benefit Connections, the borough healthcare provider, to develop a Health Maintenance Account for the full-time borough employees who receive borough funded health insurance.

– Agreed to hold a Special Meeting at 7 p.m. Monday, Oct. 17, to adopt a tentative budget for 2023 and to discuss revisions to the borough manager ordinance, job description and employment notice, and for any other business that may be pending.

– Heard a request from Andrea Greene, president of the Newville Economic Development Authority, to receive $12,000 in funding assistance from the borough as part of the 2023 general fund budget.
