Rep. James Daniel Bishop (R-NC) News Release

Congressional Documents & Publications

Washington, D.C. - Rep. Dan Bishop (NC-09) reintroduced the Increasing Health Coverage through HRAs Act, which would give the Trump Administration's Health Reimbursement Arrangements (HRA) rule the full force and effect of law. This bill gives employees the freedom to use HRAs, offered by their employers, to purchase individual health insurance, expanding coverage for an estimated 800,000 Americans.

"This bill is about giving Americans the freedom to choose their own health coverage. I am committed to promoting common sense policies that increase access to health coverage and lower costs for all North Carolinians. Allowing consumers to use their HRA to the purchase coverage on the individual market will increase access to health insurance while lowering costs and creating more choices for millions of Americans." - Rep. Dan Bishop

"The Trump administration's HRA rule was a significant boost for small- and mid-sized businesses and their employees across the United States, both providing more flexibility for employers and allowing employees to take ownership of their health insurance plans. We are thrilled to support Rep. Bishop in his effort to codify this rule, which advances healthcare freedom and competition needed to make insurers more responsive to patients' needs and personalize healthcare for all Americans." - Adam Brandon, President of FreedomWorks

"Only a personal health care option can give Americans what they need and deserve: affordability, consumer choice, and peace of mind. We commend Representative Dan Bishop for his efforts to give Americans more control over how they use their health care dollars by letting employees purchase, quality, portable health insurance through health reimbursement arrangements. This legislation should be enacted swiftly." - Dean Clancy, Sr. Fellow Americans for Prosperity

"Congressman Dan Bishop's legislation to codify Health Reimbursement Arrangements (HRAs) will ensure millions of working families continue to have access to these accounts. This will preserve healthcare freedom and choice by making sure that workers continue to have the option to purchase healthcare through an HRA as an alternative to relying on employer provided insurance." - Grover Norquist, President of Americans for Tax Reform

"Health Reimbursement Arrangements (HRAs) are just one of several consumer-centric, pro-taxpayer approaches to expanding and diversifying access to health coverage. NTU applauds Congressman Bishop for his legislation codifying unique HRA offerings into law." - Andrew Lautz, Director of Federal Policy for National Taxpayers Union

"For too long, businesses and employees have been restricted by government regulations from getting access to the healthcare that best meets their needs. The Trump administration's HRA rule provided needed flexibility in this area. Codifying that rule will add much-needed certainty and ensure that the healthcare of millions is not subject to the whims of unelected bureaucrats, but is a matter of law. We encourage members to co-sponsor and support this legislation." - Dan Savickas, Government Affairs Manager, Taxpayers Protection Alliance

The Increasing Health Coverage through HRAs Act will make affordable healthcare options on the individual market available for millions of Americans and enable small businesses across the country to compete with bigger firms by offering quality benefits. HRAs also contain strong protections for individuals with pre-existing conditions. Joining Rep. Bishop as cosponsors of this bill are Representatives Ted Budd (NC-13), Bruce Westerman (AR-04), Lloyd Smucker (PA-11), Ralph Norman (SC-05), Madison Cawthorn (NC-11), Troy Balderson (OH-12), Scott Perry (PA-10), Jody Hice (GA-10), Greg Steube (FL-17), and Yvette Herrell (NM-02). The legislation is supported by FreedomWorks, Americans for Prosperity, Americans for Tax Reform, National Taxpayers Union, Taxpayers Protection Alliance, Heritage Action and the Faith and Freedom Coalition.
