The owner of a psychiatric services center faces charges for allegedly falsifying patient records and submitting fraudulent claims, defrauding the state’s Medicaid program out of more than $300,000.
Iselande Desyr, 59, of Stamford was arrested last Thursday and charged with one count each of health insurance fraud and first-degree larceny, according to the state Division of Criminal Justice.
Judicial officials said Desyr is an advanced practice registered nurse who owns Holistic Psychiatric Services, LLC. She was also enrolled as a provider for Medicaid.
Between January 2021 and November 2023, Desyr allegedly billed the program for services that were never provided, submitted billing codes for services that were delivered to make them appear more expensive and falsified patient records, according to criminal justice officials.
Officials said Desyr fraudulently received about $304,000 through this scheme.
Following her arrest, she was released on a $250,000 non-surety bond and is scheduled to appear in Bridgeport Superior Court on Oct. 29.
Criminal justice officials said the charges Desyr faces carry a maximum of 20 years in prison.
The case was investigated by and will be prosecuted by the Medicaid Fraud Control Unit, with assistance from the Connecticut Department of Social Services Office of Quality Assurance, the Connecticut Attorney General’s Office and the Stamford Police Department.
