The Contractor shall provide all parts, labor, materials, tools and equipment, transportation, supervision and all operations to complete Project No. ZNRE 12-1805, Building Systems Optimization, Various Buildings, Yokota Air Base, Japan. The following scope of work is expressed in general terms and in no way limits the Contractor's responsibility:

The mechanical and electrical work includes the implementation of various energy conservation opportunities (ECOs) at twenty (20) project buildings. The following ECOs are included in the scope of the project. ECO-1: Optimize Scheduling - Provide new control panels/modules and/or programming for appropriate automatic on/off schedule for existing ACUs. ECO-2: Add/Optimize Economizers - Provide proper economizer functionality for existing ACUs. Remove and replace dampers, actuators, and linkages and provide programming as required. ECO-3: Optimize Supply Air Temperature - Provide programming and new/replacement control hardware for optimized control of supply air temperature and set points. ECO-5: Add/Optimize CHW System OA Temperature Lockout - Provide sensors, controllers, and control components as necessary for the chilled water system to have the capability to be shut off when the outside air reaches an appropriate temperature setpoint. ECO-6: Add/Optimize HW System OA Temperature Lockout - Provide sensors, controllers, and control components as necessary for the hot water system to have the capability to be shut off when the outside air reaches an appropriate temperature setpoint. ECO-7: Optimize HW Supply Temperature Control - Provide reprogramming of the HW supply temperature set point. ECO-8: Optimize Duct Static Pressure Control - Provide reprogramming of the duct static pressure set point. Remove existing duct static pressure sensors and replace them with new sensors. EEM Lighting: Retrofit existing light fixtures with more efficient lamps and ballasts. This includes changing 40W lamps and magnetic ballasts to 32W T8 and electronic ballasts. It also includes relamping incandescent fixtures with compact fluorescent screw in retrofit lamps, and changing exit signs to LED exit signs. Also included is any required lead-based paint abatement, asbestos abatement work and any incidental related work to accomplish the main mechanical and electrical work. mechanical and electrical work.

The magnitude of this project is expected between PROJECTS (IAW FAR 36.204(f))

The estimated amount of the project is: Between [Yen];103,943,900 ($1,000,000) and [Yen];519,719,500 ($5,000,000) in accordance with FAR 36.204 (f), which means the Government's Cost Estimate falls in this magnitude. Site Visit: The site visit for bidders will be conducted on 17 Jun 14, from 0900 hours through 1600 hours. We will prioritize project buildings and may not show all the 20 buildings. The Government will not provide transportation to participants. Therefore, the participants shall use own vehicles. The detail schedule will be provided to the participants. Participants who need to obtain a one-day pass shall make an appointment with the POC in advance, and come to the Gate 5 (Supply Gate) by 0830 hours. Bring the proper identification (valid passport or driver's license with 8 digits password). For the vehicle pass, bring the proper original insurance documents. Failure to provide the proper documentation may cause you unable to enter the base.
