1. THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME.

2. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government.

Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. In the case of offers from a joint venture, at least one of the joint venturers must possess and provide verification of such construction license prior to award.

3. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer '--United States Official Contractor--' status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as '--Members of the Civilian Component--' under Article I(b) of the SOFA.

4. This procurement shall utilize One-Step Design-Build Source Selection Procedures issuing one solicitation with the intent to award a Firm-Fixed-Price Design-Build contract for the project entitled ---WHOLE HOUSE REVITALIZATION MIDRISE BUILDING NUMBER 655, U.S. MARINE CORPS AIR STATION IWAKUNI, JAPAN.--- This project will not use Two-Phase Design-Build Source Selection Procedures.

5. This project is to perform design and construction necessary to revitalize 44 officer and senior enlisted family housing units located at Midrise Building No. 655, MCAS Iwakuni, Iwakuni, Japan. The work includes miscellaneous repairs, improvements, painting, removal and disposal of materials, clean-up, and related miscellaneous work, transportation, and equipment to bring the building up to current housing and safety standards, as well as correcting architectural, mechanical, electrical and communication deficiencies.

The project provides a complete and useable facility. Work encompasses the following:

1. Replace flooring, interior walls, interior ceilings, cabinets, countertops, doors, windows, balcony guardrails, stair handrails, roofing and painting.

2. Minor site improvements to provide new porch, stairs, sidewalk, sod, curb and access ramp.

3. Replace plumbing system including fixtures, equipment, piping, valves, pipe supports and exterior utility lines to first manhole.

4. Replace HVAC system, rooftop chiller, exhaust system, fire sprinkler system, and install GFE (washers and dryers).

5. Replace existing elevator conveyance systems.

6. Replace interior electrical system: panel boards, breaker boxes, receptacle outlets, lighting system, and branch wiring.

7.

Replace electrical utility system: underground conduit wiring from transformer station to townhouses.

8. Replace domestic hot water distribution lines.

The estimated cost range is between $10,000,000 and $25,000,000.

The Offeror shall be required to complete the entire work, ready for use, not later than 490 calendar days including the mailing period after the date of Award. The mailing period includes the days for mailing of the Notice of Award and the submission of the required bonds and certificate of insurance. The time for completion shall include final clean up of the premises.

4. The Government intends to award a single-award contract to the responsible offeror with the lowest price technically acceptable proposal, conforming to the solicitation.

5. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online (AsiaNECO) at https://asia.neco.navy.mil when it becomes available on or approximately 01 August 2014.

Hard copies of the solicitation will not be provided. It is the offeror--'s responsibility to check the websites daily for any amendments to this solicitation. All interested offerors shall register at the website https://asia.neco.navy.mil.

Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. To register, the SAM Internet address is: https://www.sam.gov/portal/public/SAM/. Offerors must have an active registration in SAM and must have active Representations and Certifications in SAM.

Interested offerors are encouraged to register as soon as possible.

6. The information being requested does not constitute a Request for Proposal or a commitment on the part of the government to award a contract nor to pay for any costs incurred as a result in replying to this notice.
