Justification: The instant requirement is to acquire the exact same tracker and scanner system that was purchased in 2010 on a brand name basis.
An identical system needs to be purchased to handle the increased workload. The new systems will eventually perform 90% of the NFPC--'s measurement scanning needs as the old method of measuring is phased out.
Operational consistency with the system that was bought in 2010 is the Government--'s minimum requirement. The NFPC requires the same software, same software platform and same equipment to insure operational consistency and interchangeability with all computer data bases, procedures and instructions. Furthermore, this scanning system has met the technical requirements approved by NAVSEA. Many studies and investigations evaluating measurement technologies to replace the old method of measuring has been conducted and the 2008-2009 study confirmed that the LEICA system was a superior scanning system and approval from NAVSEA was obtained.
NFPC engineering department has spent hundreds of man-hours experimenting with and developing standardized operating procedures for this scanning system to support
The requirement will be solicited among authorized resellers. Competition is limited by the use of brand name.
