Bryant, 41, Harlan, operating a motor vehicle under the influence of drugs or alcohol, improper registration plate, no registration receipt, failure to produce insurance card, failure of non owner to maintain required insurance, failure to wear seat belts, no registration plates and failure to register transfer of a motor vehicle;

-- Kenneth Mark Buchannan, 41, of Kingsport, Tenn., theft by unlawful taking under $500 (shoplifting) and contempt of court;

-- Tiffany Marie Carver, 26, of Harlan, non payment of fines and failure to appear;
