Governor Announces Appointments to Various Boards and Councils

HELENA, Mont., Nov. 2 -- Gov. Brian Schweitzer, D-Mont., issued the following news release:

Governor Brian Schweitzer today announced appointments to various boards and councils.

Montana Arts Council (22-2-102, Montana Code Annotated)

* Allen Secher, Whitefish. Qualification: public representative. Secher was ordained as a Reform Rabbi by Hebrew Union College in 1961 and received his doctorate in humane letters in 1987. He was active in the civil rights movement in the 1960s, and has been involved with various interfaith groups. Secher has been a television producer and radio commentator, and has won Emmy awards for his work. He recently served on the Montana Human Rights Commission.

Board of Barbers and Cosmetologists (2-15-1747, Montana Code Annotated)

* Juanita Mace, Billings. Qualification: barber. Mace holds licenses as both a barber and a cosmetologist, as well as an instructor in both fields. She earned a degree from the College of Coiffure Arts and has served as vice president of the Montana Salon and Spa Association. Ms. Mace also volunteers at the Women's Prison in Billings.

* Darlene Battaiola, Butte. Qualification: cosmetologist. Ms. Battaiola is an instructor at the Butte Academy Of Beauty Culture Inc. and holds a cosmetologist license. She has held top leadership posts in the Montana Cosmetology Association and studied education at the University of Montana.

Historical Records Advisory Council (Executive Order 14-2011)

* Jodie Foley, Helena. Qualification: state archivist. Foley is the state archivist with the Montana Historical Society. She has a BA in history from the University of Montana and has worked towards a master's degree. Foley is involved with the Society of American Archivists, the Council of State Archivists and the Northwest Archivists.

* Kim Allen Scott, Bozeman. Qualification: public representative. Scott is an archivist with Montana State University and is a member of the Academy of Certified Archivists. He has a master's degree in library and information science (archival science) from the University of Texas.

* Jon Ille, Hardin. Qualification: public representative. Ille is the archivist for Little Big Horn College. He has a master's degree in history from the University of California, Riverside. He's involved with the National Council on Public History, Northwest Archivist Association and Society of American Archivists.

* Judy Ellinghausen, Great Falls. Qualification: public representative. Ellinghausen is the archive administrator for the History Museum. She has a degree in history/anthropology from the University of Montana and is also involved with the Historic Preservation Advisory Commission.

* Samuel Meister, Missoula. Qualification: public representative. Meister is a digital archivist with the University of Montana. He has a master's of library and information science from San Jose State University and is a member of the Society of American Archivists.

* Anne Foster, Gardiner. Qualification: public representative. Foster is an archivist with Yellowstone National Park. She has a masters of library science (archives concentration) from the University of Maryland. Her undergrad degree is from Montana State University. She has also worked in archives and museum settings at Sharlot Hall Museum in Prescott, Arizona; the Montana Historical Society, the Huntley Project Museum of Irrigated Agriculture and the University of Alaska Fairbanks.

* Ellen Crain, Butte. Qualification: public representative. Crain is the Butte-Silver Bow archivist. She earned a bachelor's degree in public policy from Montana Tech. She has served on Humanities Montana, Montana Cultural Trust and the Montana Preservation Alliance.

Horse Racing Business Advisory Council (Executive Order 15-2011)

* Christian Mackay, Helena. Qualification: representative of the Department of Livestock. Mackay is the executive director of the Department of Livestock.

* Dore Schwinden, Helena. Qualification: representative of the Department of Commerce. Schwinden is the director of the Department of Commerce.

* Cliff Larsen, Missoula. Qualification: public representative. Larsen has served in the Montana State Senate since 2009.

Human Rights Commission (2-15-1706, Montana Code Annotated)

* Dustin Hankinson, Missoula. Qualification: public representative. Hankinson is currently studying business administration at the University of Montana. He's held leadership posts with Disabilities Rights Montana, is a fellow with the New Leaders Council, and is active politically. Hankinson previously served on the Montana Governor's Disability Advisory Council.

Land Information Advisory Council (90-1-405, Montana Code Annotated)

* Department representatives: Joe Maurier, Department of Fish, Wildlife and Parks; Dan Bucks, Department of Revenue; Richard Opper, Department of Environmental Quality and Tim Reardon, Department of Transportation.

* Local government representatives: Annette Cabrera, Billings, Yellowstone County GIS manager; Art Pembroke, Helena, Lewis and Clark County information services director and Warren Fahner, Troy, Lincoln County GIS technician.

* U.S. Department of Agriculture representatives: Catherine Maynard, Helena, natural resource scientist, Natural Resources Conservation Service and Dennis McCarthy, Kalispell, geospatial program manager, Flathead National Forest, U.S. Forest Service.

* U.S. Department of Internior representatives: Lance Clampitt, Belgrade, geospatial liaison, U.S. Geological Survey, and James D. Claflin, Billings, chief cadastral surveyor, Bureau of Land Management.

* Private sector representatives: Fred Gifford, Helena, GIS manager, Tetra Tech Inc. (An additional private sector representative will be appointed at a later date.)

* Tribal government representative: Johnny Doney, Poplar, GIS/IT specialist, Fort Peck Tribes.

* University representative: Christiane von Reichert, Missoula, professor of geography, University of Montana.

* GIS professionals: Linda Vance, Helena, MontanaAssociation of GIS Professionals and Wendy Thingelstad, Polson, Montana Association of GIS Professionals.

* Land surveyor: Rudy Cicon, Chester, Montana registered land surveyor and certified federal surveyor.

Board of Nursing (2-15-1734, Montana code annotated)

* Laura Weiss, Great Falls. Qualification: registered nurse. Weiss is licensed as an RN and APRN with prescriptive authority, and works at Planned Parenthood. She has held leadership positions with the Children's Museum of Montana, the Great Falls Parent Participation Preschool and the Great Falls Hebrew Association.

* Patsy Reece, Rexford. Qualification: licensed practical nurse. Reece is an LPN with the Good Samaritan Mountain View Manor. She earned a vocational-technical certificate in practical nursing from Northern Montana College. She has served on the Rexford Town Council.

Board of Private Security (2-15-1781, Montana Code Annotated)

* George Skuletich, Butte. Qualification: city police department representative. Skuletich is a POST certified police officer and has a degree in society and technology public policy from Montana Tech.

University Local Executive Boards (20-25-303, Montana Code Annotated)

* Montana State University: Bill Bryan, Bozeman. Qualification: public representative. Bill is a travel executive with Off the Beaten Path. He has an MS and PhD from the University of Michigan in resource planning and conservation.

* MSU-Billings: Jeremy Seidlitz, Billings. Qualification: public representative. Seidlitz has a public relations degree from MSU-Billings and currently works for the Department of Agriculture as an agriculture specialist. He is involved with the Magic City Adult Hockey Association.

* MSU-Great Falls College of Technology: Dave Pierce, Great Falls. Qualification: public representative. Pierce has spent nearly 40 years in the automotive industry; he recently sold his Great Falls auto franchises. He continues to own an auto dealership in Lewistown, a mobile home court in Helena and a tavern/casino in Billings.

* University of Montana: John Engen, Missoula. Qualification: public representative. Engen is the mayor of Missoula, and received a bachelor degree in journalism from the University of Montana. He also serves on the Attorney General's Gaming Advisory Council and on the board of the Montana League of Cities and Towns.

* UM-Western: Mary Ann Nicholas, Dillon. Qualification: public representative. Nicholas is an attorney with the Dillon State Bank & Trust Co. She received her law degree from the University of Montana. Nicholas is also the president of the University of Montana Western Foundation.

* UM-Montana Tech: Doug Peoples, Butte. Qualification: public representative. Peoples is an energy scheduling and imbalance manager for NorthWestern Energy. He received a degree in business administration from Carroll College.

* UM-Helena College of Technology: Philip Campbell, Helena. Qualification: public representative. Campbell is a retired educator and MEA-MFT staff member. He studied at both Indiana State University and the University of Montana.

Board of Veterans' Affairs (2-15-1205, Montana Code Annotated)

* Anita Oldbull Big Man, Billings. Qualification: representative of Tribal governments; selected by lot from nominatons from Tribal governments. Oldbull Big Man is currently the chief executive officer for the Crow Tribe and has a bachelor's degree from Montana State University-Billings. Her military service was from 2000-2003 with the Air Defense Artillery Unit of the U.S. Army.

* Joseph Tropila, Great Falls. Qualification: veteran-at-large. Tropila served in the U.S. Air Force in Korea. He was elected to both the Montana House of Representatives and Montana State Senate, and also served as the elected Cascade County Clerk and Recorder.

* David E. Boyd, Poplar. Qualification: veteran, tribal member. Boyd served in South Korea, Okinawa, Japan and bases throughout the United States in the U.S. Army, Montana Army National Guard and the Army Reserve. He retired from the military with the rank of Staff Sergeant.

* Gary Sorensen, Missoula. Qualification: individual with experience with veterans' issues. Sorensen is a retired U.S. Army officer, who served over 30 years in the military. He received a bachelor's degree in journalism from the University of Montana and a master's degree in public relations from .

* William Willing, Anaconda. Qualification: individual with experience with veterans' issues. Willing served nearly 39 years in the military, retiring in 2005 with the rank of Colonel. He flew 512 combat missions in Viet Nam, was reassigned to the Army Reserve and then joined the Montana Army National Guard, where he was the administrator of the aviation unit in Deer Lodge.

* Sarah Price, Helena. Qualification: individual with experience with veterans' issues. Price served in the U.S. Air Force for seven years, including deployment in 2003 for Operation Iraqi Freedom. She has an associate degree from the Community College of the Air Force in communications applications and currently works for the Montana Board of Crime Control.

* Larry Jent, Bozeman. Qualification: representative of the State Administration and Veterans' Affairs Committee (non-voting member). Jent is a West Point graduate and received a law degree from the University of Colorado. He served in the Montana House of Representatives and is currently a Montana State Senator.

* Travis Monroe, Bozeman. Qualification: representative of Senator Max Baucus (non-voting member). Monroe works on veterans' issues for Senator Max Baucus.

State Workforce Investment Board (53-2-1203, Montana Code Annotated)

* Martina Copps, Broadus (named as Chair). Qualification: private sector representative. Copps has a bachelor's degree in elementary education from Montana State University-Bozeman. She owns Copps Hardware.

* Dave Crum, Great Falls (named as Vice Chair). Qualification: private sector representative. Crum has a business education degree from the University of Montana. He has served in leadership positions with the Montana Bioscience Alliance, Association of Independent Research Institutes and the Montana Youth Tennis Foundation.

* Connie Eissinger, Brockway. Qualification: private sector representative. Eissinger is on the board of the Great Northern Development Corporation and the Montana Association of Counties. She and her husband operate a farm/ranch.

* Sandi Miller, Helena. Qualification: private sector representative. Miller is the general manager of Montana Interactive, LLC. She received a paralegal degree from the University of Great Falls, and also serves on the State Capitol Complex Advisory Council.

* Mike Grove, Helena. Qualification: private sector representative. Grove is a banker with the Bank of the Rockies N.A. He has an economics degree from the University of Oregon,

* Kirk Hammerquist, Kalispell. Qualification: private sector representative. Hammerquist is the secretary-treasurer and co-owner of Hammerquist Casalegno, a construction firm.

* Maureen Kenneally, Butte. Qualification: private sector representative. Kenneally is the vice president of communications for Town Pump, Inc. She has also served on the Vocational Rehabilitation Advisory Council, and has a master's degree in business administration from Norwich University.

* Alan Skari, Chester. Qualification: private sector representative. Skari has an MBA from the University of Montana. He is a self-employed farmer.

* Thomas McKenna, Lewistown. Qualification: private sector representative. McKenna is a real estate and insurance broker, operating McKenna Agency. He has a degree in business finance from Montana State University.

* Henry Dykema, Red Lodge. Qualification: private sector representative. Dykema is a solar and wind energy specialist and owns Sundance Solar Systems LLC. He has a wildlife biology degree and studied at the University of Montana and the University of Massachusetts-Amherst.

* Vicki Judd, Missoula. Qualification: private sector representative. Judd is a manager of community relations for NorthWestern Energy. She has a biology degree from Whitman College and has served on the boards of the Missoula Children's Theater, Missoula Area Economic Development Corporation and the Montana Food Bank Network.

* John DeMichiei, Roundup. Qualification: private sector representative. DeMichiei is the president and CEO of Signal Peak Energy. He has a master's degree in business and a mining engineering degree, and studied at both the University of Pittsburgh and Duquesne University.

* Sherm Anderson, Deer Lodge. Qualification: private sector representative. Anderson is the operations manager/president of Sun Mountain Lumber, Inc. He has held top leadership posts in the Montana Logging Association and the American Loggers Council, and served in the Montana State Senate.

* Nicholas Kujawa, Butte. Qualification: private sector representative. Kujawa owns Mining City Management and Kujawa Development LLC. He is an attorney and worked in a Manhattan law firm prior to returning to Butte.

* Tina Bundtrock, Great Falls. Qualification: private sector representative. Bundtrock is the executive director of the Rainbow Senior Living, She is a licensed facility administrator and occupational therapist, and received her applied science degree in occupational therapy from the Montana State Vocational Technical Center.

* County commissioners: Michael McGinley, Beaverhead County and Mike DesRosier, Glacier County.

* Non-profit/program operators: Jeff Rupp, Bozeman (CEO, Human Resrouces Development Council Dist IX) and Linda Guzik, Darby (center director, Trapper Creek Job Corps).
