SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL)

The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation.

GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR:

BACKGROUND The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination and implementation of international narcotics control and law enforcement assistance activities and international criminal justice issues for the Department of State. Since 2002, INL'sAfghanistan/Pakistan Program Office (INL/AP) through its in-country presence at U.S. Embassy Islamabad - INL/Pakistan (INL/P) - and U.S. Consulate Peshawar, have managed several programs to build the capacity of the Government of Pakistan's (GOP) law enforcement and border security personnel through training, mentoring, equipping, and infrastructure assistance. To date, these programs have built useful relationships and positive results across the country. Law enforcement personnel in Pakistan routinely face improvised explosive device bombings, assassinations, kidnappings, and other terrorism-related contingencies, in addition to standard criminality. Following the deterioration in security in Pakistan's northwest region in 2009, INL/P quickly and substantially enhanced its law enforcement effort in Pakistan, beginning with an effort to build the capacities of the Khyber Pakhtunkhwa (KP) Police through technical support, training, equipping, and infrastructure assistance. Since then, the Police Assistance Program (PAP) has expanded to include police from the remaining provinces (including the Sindh Police), levies in the Federally Administered Tribal Areas and Balochistan, and other federal law enforcement entities.

PURPOSE The Deputy Senior Police Advisor (DSPA) will serve as an in-country advisor responsible for implementing INL/P's civilian law enforcement assistance efforts. The DSPA will work within Embassy Islamabad under the direct supervision of the Senior Police Advisor, as delegated by the INL Director and Deputy Director. S/he will provide subject matter expertise to INL and Embassy Islamabad on law enforcement matters, coordinating efforts as they relate to mission objectives, the size and structure of the international police presence, USG roles and responsibilities for civilian policing, developing Pakistani law enforcement capacities and institutions, USG police assistance, and training plans. The DSPA will oversee the implementation of INL's civilian law enforcement program as well as assist the SPA in maintaining INL's relationships with senior Pakistani police officials. This includes, but is not limited to, coordination with Pakistani authorities, management of police training, curriculum development, training center and police station construction, logistical and security planning, vendor/contractor coordination, and commodity provision to host nation law enforcement entities. The DSPA will serve as the senior law enforcement expert within INL in the absence of the Senior Police Advisor.

RELATIONSHIP The DSPA reports to and receives broad policy guidance and general direction from the INL Director, Deputy Director, and Senior Police Advisor. The Advisor is responsible for planning and implementing many aspects of organizational and project and logistical operations. The DSPA coordinates and communicates with INL/P and the INL/AP Pakistan Team. The DSPA's actions, decisions, and recommendations are reviewed on the basis of results achieved and conformance with appropriate laws and regulations. The DSPA must depend in part on his/her own professional judgment to further the mission of INL.

DUTIES & RESPONSIBILITIES In close coordination with INL/P staff and the Senior Police Advisor, the DSPA will be expected to perform the following duties: Program Planning and Management * Manage law enforcement projects under the guidance and direction of the Senior Police Advisor, INL Director, and Deputy Director, and keep them informed of the details of such implementation, including progress, challenges, and recommended solutions. * Provide direction and supervision, under the guidance of the Senior Police Advisor and INL Director and Deputy Director, to Provincial Police Advisors and to subject matter experts and instructors hired under this program. * Work with the Senior Police Advisor to oversee budgets for training, equipment, and construction assistance provided through the PAP. * Provide program guidance and frequent status updates on the implementation and development of INL police programs to the Senior Police Advisor and INL Director and Deputy Director, as well as the INL/P and INL/AP Police Program Officers, including progress, challenges, and recommended solutions. * Ensure programming complies with USG requirements and legal restrictions, including Leahy vetting, and is coordinated with related USG police, criminal justice, rule of law, and corrections assistance and programs. * Ensure that programming meets both U.S. and Government of Pakistan policy objectives and priorities, maintaining an open dialogue with GOP law enforcement officials and exploring opportunities to partner with new law enforcement entities as directed by the SPA and INL leadership. * Assist, as requested, with recruitment of law enforcement advisors and trainers for the INL/P Police Assistance Program. * As directed by the Senior Police Advisor, contribute to the production of a written weekly report on status of the INL Pakistan police efforts including - but not limited to - activities, progress, challenges, and recommended solutions. * Contribute to the development and strategy of the Pakistan Police Assistance Program. These efforts include project execution from study period and program design, through acquisition and implementation, including planning, scheduling, budgeting, monitoring, and coordination among vendors, contractors, and GOP officials.

Policy Analysis * Assist the Senior Police Advisor in developing a strategic overview and detailed implementation plan and timeline for PAP activities.

* Serve as a police subject matter expert within INL/P and Embassy Islamabad, and as an advisor on such matters to the Director and Deputy Director of INL in the absence of the Senior Police Advisor.

* Provide policy analysis and program guidance/reporting to the Senior Police Advisor, INL staff, INL/AP, and the INL Front Office upon request on law enforcement aspects of current program efforts as well as those in planning or evaluation stages. Such guidance may include, but is not limited to, mission objectives; the size and structure of the international police training presence; coordination with other Embassy sections; budgeting; development of Pakistani policing capacities and institutions; practical measures to improve U.S. and international capacities to provide police assistance; and training plans.

* Participate in and/or lead assessments - as requested by Senior Police Advisor and INL Director and Deputy Director - of current program efforts with regard to law enforcement capacities and structures in Pakistan, as well as assessments of the impact of ongoing programs; brief those assessments to senior INL and other Department and interagency officials; and, on the basis of those assessments, propose future activities and/or remedial actions.

Coordination * Work closely with the Senior Police Advisor-Islamabad. * At the direction of the Senior Police Advisor, work to coordinate all law enforcement efforts within the Country Team, including DOJ/ICITAP, ODRP, FBI, DS/ATA, DHS, etc., as well as with International Donors.

* Participate in senior-level meetings, briefings, seminars, and exercises with USG, Host Nation, and international representatives to develop plans/programs for implementation of police assistance and improve INL capacities to respond quickly and effectively when new mission initiatives emerge. * Work closely with Pakistani law enforcement agencies.

COMPLEXITY Develops detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. Coordinating plans with various other groups including international donors, the U.S. Embassy, and the Government of Pakistan can be complicated.

Projects require dynamic leadership, expertise and complex innovation, strict adherence to high level policy without lower level interpretive assistance, and the ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs. They are broad in scope and complicated by many complex features, technical, administrative, or political in nature.

SCOPE AND EFFECTIVENESS Guidelines consist of USG and Department of State Acquisition Regulations, and accepted legal principles and theories. In addition, Advisor must be able to determine application of basic administrative policy statements concerning the issue or problem being studied. The Advisor must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and Department of State financial operating procedures and policies. The DSPA is recognized as a substantive authority on overall management and/or interpretation of guidance on program and project planning and evaluation in a specialized area.

MINIMUM QUALIFICATIONS 1. U.S. citizen able to obtain and maintain Department of State Secret security and medical clearances. 2. Ten (10) years' experience in U.S. law enforcement operations, management, organizational development, planning and/or training. (Time and duties in previous CIVPOL missions will count toward this total.) 3. Bachelor of Science or Bachelor of Arts Degree from an accredited institution, or ten years of related experience in the fields of international development, law enforcement, international relations, and/or public administration. 4. Demonstrated three years of experience in other international civilian policing missions. 5. Ability to obtain a Pakistan visa. 6. Excellent oral and written communication skills. 7. Superior negotiation, interpersonal, and managerial skills. 8. Experience in planning, strategizing, implementing, and reporting on projects. 9. Proven ability to work well with others. 10. Three years supervisory experience. 11. Proficiency in Microsoft Office software suite. 12. Must complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully through FSI course PA-296 distance learning. 13. Must complete the FSI Distance Learning Introduction to Working in an Embassy (PN113) within 120 days of assignment.

PREFERRED QUALIFICATIONS 1. Experience working in international civilian policing missions in active-insurgency/conflict/post-conflict environments like Pakistan, Iraq, and/or Afghanistan. 2. A Master's Degree in project management, public administration, law enforcement, international relations, or related fields is desirable. 3. Extensive experience in program development, implementation, and management, including preparation of budgets, procurement of goods and services, and monitoring and evaluation, preferably involving law enforcement and training initiatives. 4. Demonstrated experience managing large U.S. assistance programs. 5. Experience successfully working with and building consensus among high-level contacts within the Embassy Country Team and Host Government. 6. Experience working or coordinating closely with (without dictating to) other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID).

EVALUATION FACTORS Factor 1 Professional Working Relationships 35 points Demonstrated experience developing close, forward-leaning working relationships with host-government interlocutors and working with them in a constructive and respectful manner. Demonstrated ability to liaise with members of relevant USG agencies (including but not limited to members of an Embassy Country Team), Host National representatives, and the international community in developing and coordinating police programs, as well as to represent INL in these forums.

Factor 2 Program Management 25 points Demonstrated experience in developing, implementing, and overseeing U.S. police assistance programs abroad, including training, equipment, and infrastructure support.

Factor 3 Professional Expertise 20 points Demonstrated ability to provide expert police subject matter and policy guidance to senior level policy makers within the Embassy and INL.

Factor 4 Communications 10 points Demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form.

Factor 5 Past Performance 10 points Evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.

Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.

VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.

COMPENSATION For award, INL will negotiate for this contract based on the following: * Entry-level salary is at Step 1 of the grade range assigned to solicitation * Consideration given for experience relevant specifically to the solicitation requirements * Level and extent of experience dictates the salary level within the grade range
