Amendment 000001: Answers Contractor Questions.1) Question: What are the definable requirements for this procurement There is no specification of what you want that allow pricing. FedConnect has no additional data or criteria as alluded to in the solicitation. Answer: Please check again, using these instructions: a) Click into the solicitation number in FedBizOpps. b) In the middle of the announcement of this solicitation in FedBizOpps, it says, "Additional Info: Click here to see more information about this opportunity on Fedconnect" Click on to that. c) Click "Search Public Opportunities Only". d) At the top of the new page, it has a box "Search Criteria". Select "Reference Number". e) Then enter RFQ-KS-14-00006. f) This will bring up the Request for Quote in its entirety. All the information for this project is included on the upper right side of the solicitation page. All information, including the Statement of Work, FAR Clauses, Wage Determination, etc., is included in pdf. form for you to print o ff.

2) Question: Has a contractor performed similar work to this for the Government in the past If available, please provide the incumbent contract number. Answer: There is no incumbent for HVAC maintenance or repair work. Therefore, no contract number or information to provide.

3) Question: I don't seem to find a SOW in FedBizOpps, can you tell me briefly what this job entails Answer: Please see Contractor Question 1 as shown above on instructions on how to get to the Statement of Work.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-KS-14-00006 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The requirement is "small business set-aside" with a NAICS Code of 238220 (Plumbing, heating, and Air Conditioning Contractors) and a size standard in millions of dollars $14.0. The description of the commercial service is for HVAC repair and reads as follows:

1. Purchase and installation of heat pump for existing HVAC system at the Region 10, Laboratory, in Port Orchard, Washington. Price must include all supplies, equipment, labor and travel.

Products/services must meet specifications. If proposing equal, please document your quote with evidence of this fact and submit an alternative model that is equal to the requirements specified. You must include any available descriptive literature. Please specify the brand that will be used.

The Government intends to make award on an "all or none" basis. The selection resulting from this request for quotation will be made on the basis of the lowest priced, technically acceptable quote from a responsible quoter with the ability to service the HVAC system within the period of performance: July 7, 2014 - August 7, 2014.

It is the sole responsibility of the contractor to demonstrate its ability to provide the product and services specified above. The Contracting Officer is not responsible for locating or obtaining any information not identified in an offeror's quote. Once the Contracting Officer has decided to whom an order will be issued, a unilateral order will be issued using an Optional Form 347. A purchase order will be in existence once the Contracting Officer has signed the order. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for bid.

Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Contracting Officer will evaluate quotes on the basis of information furnished by the quoter. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Telephonic inquiries will not be accepted. Quotes must be emailed or mailed and are due on July 3, 2014 at 12:00 PM Central Daylight Time (CDT) along with the completed representations and certifications, providing the business size, e-mail address, Dunn and Bradstreet number, CAGE code and Federal Tax ID number. In addition, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov to be considered for selection. Quoters are required to submit completed copies of the provisions at FAR 52.212-3 and its ALT I, Offeror Representations and Certifications-Commercial Items, with their quotes. FAR clause 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition.

INSTRUCTIONS Offers shall submit by email, fax, or mail: At a minimum, responsible sources shall provide the following: a price proposal using the attached Standard Form 18, completed Representations and Certifications, company must provide a State of Washington license shown to install HVAC systems, description of of at least three years work experience, and complete the attached General Business Questions. The submitted offerer shall also provide evidence that the parts quoted are equivalent to the parts listed in the specifications list attached to this solicitation. Insurance on a federal facility and DBA wage requirements apply. Contractors must be registered in SAM.gov prior to award.

All interested firms shall submit their quotes to the Contracting Officer, Amber Krueger, no later than July 3, 2014 at 12:00PM CDT:
