Purcell, Health Plan Options Vice President, has been a key contributor to URL’s success since joining the Health Plan Options team in 2015. He was instrumental in launching the Apollo division, which delivers comprehensive employee benefits and payroll solutions tailored for HR professionals.

In his new leadership role, Purcell will spearhead strategic initiatives focused on the ACA/Pennie, ICHRA (Individual Coverage Health Reimbursement Arrangements), and employee benefits. Since 2024, he has led the development and implementation of innovative ICHRA solutions that are poised to transform the group health benefits landscape across Pennsylvania.

Purcell earned his Registered Employee Benefits Consultant (REBC) certification in 2021 and was recognized in the Central Penn Business Journal’s prestigious 40 Under 40 list in 2022. He has held multiple board and chairperson positions in both nonprofit and private sector organizations, reflecting his commitment to leadership and community engagement.
