Nelson Levine de Luca & Hamilton Bolsters Insurance Regulation and Coverage Capabilities with Addition of Key Partners

Firm Enhances Regulatory Capabilities with Addition of Larry Mirel, Former DC Commissioner of Insurance, Securities and Banking and Marc Voses, an Accomplished Insurance Coverage Attorney

January 15, 2013, NEW YORK – National law firm Nelson Levine de Luca & Hamilton (Nelson Levine) announced today that Lawrence H. Mirel will join the firm’s Washington, DC office as a partner in the Insurance Regulation Practice on February 1, 2013, and Marc S. Voses has joined the firm’s New York office as a partner in the Insurance Coverage Practice.

Mr. Mirel has more than 25 years of insurance-related experience and served for more than six years as the Commissioner of Insurance, Securities and Banking for the District of Columbia. He is a leading authority on prevalent insurance policy issues, including the impact on the industry of federal legislation -- the Class Action Reform Act, Dodd-Frank Act and Affordable Care Act -- and on state regulatory matters such as principle-based reserving, reinsurance collateral reform and the creation of health insurance exchanges. Mr. Mirel focuses his practice on helping insurers understand what the rapidly-evolving regulatory landscape means for their businesses. He earned his B.A. from Oberlin College and his J.D. from Columbia University Law School. Prior to joining Nelson Levine, Mr. Mirel served as a partner and co-chair of the Insurance Regulation and Legislation Group at Wiley Rein LLP.

Mr. Mirel will be based in Nelson Levine’s Washington, DC office led by Susan T. Stead, chair of the firm’s Insurance Regulation Practice and a former regulator. Focused on insurance regulatory reform with a special emphasis on federal legislation affecting insurers, Ms. Stead will move the home base of her national regulatory practice to the firm’s DC office while continuing to lead Nelson Levine’s Ohio operations.

Mr. Voses has devoted his entire legal career to advising insurers and reinsurers in large exposure, complex claims and coverage matters arising from various product lines, including Directors & Officers, Financial Lines, and Errors & Omissions. He also advises insurers on extracontractual issues and represents insurers in claims alleging bad faith as well as in matters arising out of insurers’ commercial operations. Mr. Voses earned his B.S. in accounting from St. John’s University College of Business Administration and his J.D. from St. John’s University School of Law. Prior to joining Nelson Levine, he was a partner in the New York office of Edwards Wildman Palmer LLP.

“We are thrilled to have attorneys of Larry’s and Marc’s caliber join our firm,” said Mike Nelson, Chairman of Nelson Levine. “The additional resources of Larry and Sue in our DC office are of particular value to all of our clients as the regulatory climate remains in flux. Their distinct regulatory perspectives and unmatched credentials will be invaluable assets as we continue to monitor the federal government’s influence on the insurance industry. This office will continue to grow as discussions surrounding insurance regulation continue to dominate agendas in the capital.”

Mr. Nelson continued: “Marc‘s extensive knowledge of coverage issues is a great complement to our team of top-tier attorneys. In particular, Marc’s understanding of D&O and E&O issues will allow us to deepen our ability to assist the industry with these important issues.”

With offices in the United States and London, Nelson Levine (www.nldhlaw.com) provides comprehensive legal services to the insurance industry in the areas of regulatory, class action, reinsurance, business practices, complex litigation, coverage, subrogation, bad faith and insurance fraud.
