BECAUSE IF THEY DON'T POST THEIR SALARY AND COMPENSATION ON THE WEBSITE THEY WILL NOT GET STATE FUNDING. IS ALSO GOOD FOR DONORS. MOST ORGANIZATIONS RAISE MONEY FROM THE PUBLIC. AND WE GET THESE REQUESTS IN THE FIRST THING I SAY IS HOW MUCH OF MY DONATION IS GOING TO GO TO ADMIN AND HOW MUCH GOES TO SERVICES. THE RULE OF THUMB IS IF IT'S MORE THAN 20 PERCENT GOING TO ADMIN DON'T DO IT. HOW DO YOU KNOW UNLESS YOU HAVE THE INFORMATION. I FEEL STRONGLY AND HAVE SUPPORTED THE WHOLE CONCEPT OF TRANSPARENCY FOR YEARS. I WAS DISTRESSED BY THE DOMESTIC VIOLENCE COALITION ISSUE. IT BOTHERED ME. I HAD BEEN ON ONE OF THE SHELTER BOARDS FOR YEARS AND TO SPEND ALL THAT MONEY ON ADMINISTRATIVE COSTS WHEN WE COULD BE PROVIDING SERVICES IS WRONG. WE SHOULD BE LOOKING INTO THESE PROGRAMS.

WITH THE SAME FEDERAL LIMITS. WE THINK WHY HAS IT TAKEN SO LONG WITH THESE FINDINGS AND WHICH WE BE DONE ABOUT IT?

I CANNOT ANSWER ABOUT WHAT HAS BEEN DONE IN THE PAST. GOVERNMENT IS HUGE AND WHAT YOU'RE LOOKING AT NOW IS 100 SEVENTEEN BILLION DOLLAR BUDGET AND THERE ARE ORGANIZATIONS AND AGENCIES AND PROGRAMS AND PROJECTS THAT HAVE BEEN FUNDED FOR YEARS AND GOVERNMENT IS THE WORST AT ACCOUNTABILITY AND HOLDING PEOPLE ACCOUNTABLE. WE HAVE TO DO A BETTER JOB AT THAT. AND, YOU KNOW, I REMEMBER A COUPLE YEARS AGO WE HAD A SENATOR WHO WAS CHAIRING ONE OF THE APPROPRIATIONS SUBCOMMITTEES CALLED FALLING OF THE AGENCIES THAT WERE RECEIVING FUNDING AND ASKED THEM TO COME AND JUSTIFY WHAT THEY DID AND HOW MUCH THEY WERE SPENDING AND WHATEVER AND SOME DID NOT EVEN BOTHER TO SHOW UP. THAT IS TROUBLING BRING THAT PRACTICE IN.

IN THE SAME BILL PART IS CIVIL PENALTIES AND CONFLICTS OF INTERESTS ARE VIOLATED IF THERE IS NOT A PROCUREMENT OF CONTRACT AND THE CEO OF ONE OF THESE CHILD WELL FOR AND SAID HE WORRIED THIS WOULD DUMB DOWN THE BOARDS AND PEOPLE WOULD NOT WANT TO TAKE ON THE RISK. DO YOU HAVE CONCERN ABOUT THAT?
