Texas man arrested on DUI after accident Sunday

Aug. 24--A suspected drunk driving traffic accident early Sunday morning left one person injured, according to Maj. Justin Blinsky, assistant chief of the Jamestown Police Department.

The accident was reported at 2:49 a.m. on Aug. 23 at the bridge at the 100 block of Business Loop West. Officers arriving at the scene found a vehicle hanging off the bridge deck with the driver pinned inside. Jamestown Ambulance and Jamestown Fire Department were called to the scene, the vehicle was stabilized and the driver removed.

The driver was identified as Joseph Terrel Manuel Jr., 42, Houston, Texas. Manuel was transported to Jamestown Regional Medical Center and later arrested and cited on suspicion of driving under the influence of alcohol, suspicion of driving while operator's license was suspended and suspicion of driving without liability insurance. He was issued an order to appear in court and released from custody due to the coronavirus pandemic.

Blinsky said witness statements and physical evidence showed Manuel had been traveling south on First Avenue South at a high rate of speed and was unable to negotiate the right turn onto Business Loop West from First Avenue South at the 10th Street South intersection. The vehicle traveled over the median, across both westbound lanes of travel on the 100 block of Business Loop West, over the bridge median, across the eastbound lanes of travel on the 100 block of Business Loop West and crashed into the cement barricade. The vehicle pushed the cement barricade across the pedestrian sidewalk, through the chain-link fence, and off the bridge deck. The barricade had been anchored into the cement, but the impact by the vehicle broke the barricade free from its metal anchors. The cement barricade landed along the riverbank.
