Network Contracting Office 9 on the behalf of the Robley Rex Veterans Affairs Medical Center (VAMC) has developed this request for Information (RFI)/Sources Sought Notice to solicit market research information from the healthcare industry to assist the Government with analysis of the Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues.

THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal (RFP), a Request for Quotations (RFQ), an Invitation for Bids (IFB), a Solicitation, or an indication that Network Contracting Office 9 will contract for the items contained with the RFI/Sources Sought Notice. This RFI/Sources Sought Notice is part of a Government market research effort to determine the scope of industry capabilities and interest, in accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), response to this RFI/Source Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Reponses to this RFI/Sources Sought Notice are strictly voluntary and are consider as information only. The Government will not pay respondents for information provided in response this RFI/Sources Sought Notice. Responses to this RFI/Sources Sought Notice will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website: http://ww.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI/Sources Sought Notice does not restrict the Government's acquisition on a future solicitation.

Network Contracting Office 9 in conjunction with the Robley Rex VA Medical Center is conducting market research for a contractor to provide board certified or board eligible surgeons, trained in both Neurosurgery and Spine Reconstructive procedures, to provide surgical services for Neurosurgery and Spine patients. Contractor is to provide 24-hour per day, 7-days per week on-call / consultations service for the Robley Rex VA Medical Center. Contractor to provide weekly outpatient clinic services, i.e., initial evaluations, clinical treatment management, follow-up care, on site at the Robley Rex VA Medical Center. Contractor is to perform surgical procedures, (i.e., pre- and post-operative services, daily inpatient rounding,) at the Robley Rex VA Medical Center; except for cranial procedures. Contractor will perform cranial procedures, including but not limited to tumors, intracranial bleeds, subdural hematomas, aneurysms, AV malformation, VP shunts at a local hospital.

a. Firm-fixed-price hourly rate for all services provided on-site at the Robley Rex VA Medical Center.

b. A firm-fixed-priced percentage of the Medicare Rate for Global CPT Code for out-patient procedures done at the contractor's facility/hospital.

c. Medicare reimbursement - Diagnosis Related Groups (DRGs) for in-patient procedures completed at the contractor's facility/hospital. With a Per Diem rate for plus or minutes for stays longer than the Geometric and Arithmetic Mean Length of Stay.

i. Can your firm provide five (5) historical case studies reflective of each of the surgeries projected to be performed at your facility/hospital (Please note these case studies reflecting Medicare Severity Diagnosis-Related Groups (MS-DRG), Geometric and Arithmetic Mean Length of Stay will need to achieve de-identification in accordance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Privacy Rule and applicable Privacy Laws.)
