Two deputies found the cars, which were stopped near Bass' home, Parks said.
Both drivers were out of their cars and discussing the incident, Parks said.
In the Impala was Bass' 9-year-old son, he added.
Parks said Bass admitted being too drunk to drive and deputies found a nearly empty bottle of MD 20/20 Peaches and Cream in her car.
Bass refused a Breathalyzer test, Parks said.

Parks said the deputies' report didn't say whether the drivers were wearing their seatbelts or if the boy was in a car seat. The boy was placed in the custody of his grandparents.
Bass remained jailed Thursday morning on suspicion of driving under the influence, hit and run of an attended vehicle, reckless endangerment, second-degree driving with a suspended license and driving without insurance.
