Rep. Reschenthaler: China Task Force Releases Report on Countering the Chinese Government

WASHINGTON, Oct. 1 -- Rep. Guy Reschenthaler, R-Pennsylvania, issued the following news release on Sept. 30:

Today, after a months-long effort to assess the growing threat posed by the Chinese Communist Party (CCP), the China Task Force unveiled their final report, which will serve as a policy framework to address the CCP's malign behavior. Congressman Guy Reschenthaler (PA-14) was selected by House Republican Leader Kevin McCarthy back in May to serve on the 15 member task force.

"Today, the China Task Force put forth real world solutions that will build upon the Trump Administration's efforts to counter China's global aggression and protect our national and economic security," said Reschenthaler. "From Pennsylvania's steel mills to our farmlands, China has attempted to disrupt or destroy our American way of life. Through legislative and continued administrative actions, we can fight back against the CCP's malfeasance and strengthen our nation's position on the world stage. Those supporting democracy and freedom around the world must join together, act decisively, and address the growing threat of the CCP."

Since its launch in May, the task force has met with 125 people, including policy experts, business leaders, Members of Congress, and current and former administration officials from both sides of the aisle. The report includes more than 400 recommendations, including 180 legislative recommendations. Of the legislative measures, two thirds are bipartisan and one third have already passed either the House or the Senate.

Reschenthaler introduced the following pieces of legislation, which were included in the report:

H.R. 8407- Protecting National Security in Financial Investments Act: allows for the Securities and Exchange Commission to require disclosure of investments made to foreign companies that threaten U.S. national security and foreign policy goals. This legislation will provide critical information to Congress and federal agencies regarding financial flows to entities with ties to the CCP.

H.R. 7805 - Stop Predatory Organ Trafficking Act: authorizes the imposition of visa sanctions on officials complicit in organ trafficking. It also requires the State Department to report annually on the sources, practices, methods, facilitators, and recipients of organ trafficking, as well as the activities taken by the department and other countries to address organ trafficking.

H.R. 7224 - End Communist Chinese Citizenship Act: prohibits members of the CCP or its successor, or those affiliated with the CCP or its successor, from obtaining green cards.

H.R. 8346- Academic Research Protection Act: protects federally-funded research from foreign threats such as China, Russia, and Iran.

Report Recommendation Highlights:

1. Evaluating whether the CCP's crimes against Uyghurs amount to genocide and fully implementing sanctions laws enacted in response to the CCP's Hong Kong crackdown.

2. Bringing fairness back into our relationship by holding Chinese companies to the same financial disclosure standards as American ones when listing on U.S. stock exchanges.

3. Providing more resources for investigations, criminal prosecutions, and other actions against CCP-sponsored IP theft, and closing loopholes the CCP has exploited in our visa system.

4. Strengthening the protection of sensitive research at America's colleges and universities and leading research institutions.

5. Modernizing force structure, posture, operational concepts, and acquisitions in order to deter CCP aggression in the Indo-Pacific and around the world.

6. Assessing the security risks posed by China in 5G networks and increasing cooperation between the U.S. and its allies and partners in identifying and countering them.

7. Securing critical supply chains, prioritizing national security and medical supplies.

8. Countering the CCP's global malign influence by requiring transparency and accountability within the United Nations system, including at the World Health Organization.

9. Contains a comprehensive list of the military investment and activities needed to maintain our superiority over the CCP's military.
