This is a pre-solicitation notice of a proposed requirement. The Export-Import Bank intends to issue a request for proposal, seeking risk management analytical services regarding risk sharing structures in order to determine if there is an opportunity to economically transfer some of the risks associated with parts of the Bank's portfolio to the private markets. It is the Bank's intention to procure this service through full and open competition This pre-solicitation notice is for information and planning purposes only and does not constitute a draft or formal Request for Proposal (RFP). This pre-solicitation notice is not to be construed as a commitment by the Government. The Government intends to publish a formal request for proposal. The Request for Proposal (RFP) will be available around August 22, 2016.

In order to be eligible for award, all responsible sources must be registered with the System for Award Management (SAM) and may register online at the website, www.sam.gov. Further, Offerors are required to complete their Online Representations and Certifications under SAM.gov prior to submittal of a proposal.
