North Middleton eliminates per capita tax, boosts real estate tax

Dec. 18--North Middleton Township supervisors recently adopted a $2.9 million budget for 2017 that eliminates the per capita tax as a revenue source but boosts real estate tax for the general fund by 29 percent.

The township has separate millage rates for a fire tax and a general fund tax. While the fire tax for next year will remain at .329 mills, the general fund tax will increase by .169 mills from the current .581 mills to .730 mills, Township Manager Deb Ealer said.

Under this new tax structure, property owners will be paying $158.75 for every $150,000 of assessed value, Ealer said. This will be up from the $133.50 the same owners currently pay.

She added the supervisors agreed to do away with the $10 per capita tax because it is expensive to collect and takes a lot of time to keep current. Starting in 2017, households would not have to pay the per capita tax, which could yield savings.

While no new hires are planned, the 2017 budget includes a new vehicle and training software for the police department, Ealer said. She added new accounting software is also included for the township administration because the current software is so old it will no longer be supported after Dec. 31, 2017.

The budget includes a 2-percent salary increase for non-uniform employees who will have to pay more toward their health insurance, Ealer said. The township is in negotiations with its police union whose contract expires on Dec. 31, 2016.
