North Canton Council to talk school levy, Fieldcrest tonight

Oct. 02--NORTH CANTON -- City Council will meet at 7 p.m. tonight at City Hall for a committee meeting.

On the agenda:

A presentation from North Canton City Schools Superintendent Jeff Wendorf on the bond issue and earned income tax levy that will appear on the ballot next month.

At its last meeting, Council agreed to ask Wendorf to speak on the ballot issue.

Council also will continue discussing the creation of a Fieldcrest Estate District, a new zoning designation for the 50-acre property on Easthill Street SE. The estate includes a bed and breakfast, hosts weekly brunches and is an event venue. It's numerous uses aren't covered under any current city zoning designation.

Council also debated the zoning change at its Sept. 19 committee meeting.

Also on the agenda:

--A proposed resolution that would create a downtown business district between Orion Street and Everhard Road.

--Continued discussion on changes to the city's facility rentals policies. Council had the first reading of the ordinance last week but pulled it back into discussion to talk about a policy that allows nonprofit agencies to rent some picnic shelters for free.

--A proposed ordinance that would allow the city to negotiate water and sanitary sewer service agreements with nonresidents. The ordinance would repeal a ban on selling water and sewer services outside of the city's boundaries.

--A proposed ordinance allowing the city to provide a self-insured insurance program for city employees.
