Locke Lord’s Stevenson to Receive Dallas Bar Association Professionalism Award for Leadership, Pro Bono Advocacy

DALLAS, Texas, Nov. 16 -- Locke Lord, a law firm, issued the following news release:

Frank Stevenson, a Partner in Locke Lord's Dallas office and Past President of both the State Bar of Texas and Dallas Bar Association (DBA), will be honored with the 2019 Morris Harrell Professionalism Award, presented by the DBA and the Texas Center for Legal Ethics and Professionalism, during the DBA Awards Luncheon on Nov. 15.

The Morris Harrell Professionalism Award, titled in memory of a widely revered former President of both the State Bar and the American Bar Association who also was a named Partner of Locke Lord's legacy firm in Dallas, honors annually "the attorney who best exemplifies, by their conduct and character, truly professional traits who others seek to emulate and all in the bar admire."

Stevenson, who has been with Locke Lord throughout his nearly 40-year legal career, is well known for his unwavering advocacy of pro bono services. He has been honored by legal-aid providers and received presidential citations from the State and Dallas bars. He has also founded and co-founded award-winning programs to mentor beginning lawyers, diversify the profession and expand legal access.

Stevenson is Vice President of the Western States Bar Conference and sits on the Board of Trustees of the Texas Bar Foundation. Previously, he served as Chair of the Board of Trustees of the Dallas Bar Foundation, a member of the American Bar Association House of Delegates, President of the Sammons Center for the Arts and Chair of the Alumni Council for Amherst College. He holds or has held numerous other leadership positions with civic, charitable, arts and educational organizations, including the Committee for a Qualified Judiciary, North Dallas Chamber of Commerce, Dallas Citizens Council and the Texas Commission to Expand Civil Legal Services, to which he was appointed by the Texas Supreme Court. He is also a Co-Founder of Texas Opportunity & Justice Incubator, a nationally recognized legal incubator training lawyers for modest-means practices.

In his practice, Stevenson has substantial experience representing financial institutions, owners, developers and other clients in workout matters, construction lending, permanent financing, equity financings and bond financing, and the buying and selling of improved and unimproved property. His experience includes extensive work in the transportation field, general counsel representation of government agencies, drafting and negotiating interlocal and interagency agreements, acquisition of right-of-way, drafting legislation and administrative rules, Open Meetings and Open Records representation, drafting procurement contracts and related work.

Stevenson received his J.D. from the University of Virginia School of Law and his B.A. from Amherst College.
