California largely shielded from federal Obamacare cuts announced by VP Vance

The Trump administration’s announced Tuesday it would remove roughly 760,000 enrollees from Affordable Care Act coverage. But the move is unlikely to affect many people — if any at all — in California.

Vice President JD Vance, alongside other top officials, said the effort was part of the administration’s crackdown on fraud and would lead to $2.2 billion in cost saving. He claimed many of these Obamacare enrollees were fraudulently enrolled in the program or did not exist.

The announcement is the latest initiative by the federal government to combat what it says is widespread fraud in social services and prevalent in Democratic-led states. Democratic officials have pushed back on those characterizations, described the moves as retribution and said such cuts will harm vulnerable populations.

“This is what the fraud task force is all about,” Vance said at a Tuesday morning news conference. “Saving the American taxpayers’ money.”

Roughly 19.2 million Americans were actively enrolled in ACA marketplace health plans, as of February 2026.

In California, about 1.79 million state residents are enrolled through Covered California — the state-managed marketplace created by the Affordable Care Act in 2010. The program offers health insurance to people who don’t qualify for it through work or Medi-Cal.

Covered California Executive Director Jessica Altman, in a written statement Tuesday afternoon, said the Californians under the program would not be affected by Vance’s announcement as it is only relevant to federally facilitated marketplaces.

“Families across our state can rest assured that their health coverage will not be impacted,” Altman said.

Altman added that Covered California “takes fraud seriously” and “implemented commonsense steps” to protect consumers and strengthen program integrity. Those steps include verifiable consent, identification verification tools and a centralized fraud management team, she said.

“If the federal government is serious about addressing fraud, state-based marketplaces like Covered California have provided a blueprint for cracking down on improper enrollment — without placing unnecessary red tape on consumers,” Altman said.

The U.S. Department of Health and Human Services and the Centers for Medicare and Medicaid Services, the two agencies working with the White House anti-fraud task force, did not immediately respond to requests for comment about the impact in California.

Several congressional Democrats, including former House Speaker and Californian Rep. Nancy Pelosi, D-San Francisco, criticized Tuesday’s announcement.

“The Trump administration’s shameless decision to rip away health insurance from thousands will leave working families unable to get the care they need,” Pelosi wrote on X. “Using the false pretext of fighting fraud to strip Americans of their healthcare is as cynical as it is cruel.”
