THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M2-21-Q-00634 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-05. The National Oceanic Atmospheric Administration (NOAA), Disaster Response Center (DRC), has a requirement for HVAC maintenance. The Period of Performance is October 1, 2021 through September 30, 2022 with four (4) consecutive option years. The delivery address is NOAA/DRC, 7344 N. Ziegler Blvd, Mobile, AL 36608. Contract Type The Government will award a firm fixed price contract based on Best Value/Trade Off (See Evaluation Factors below). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor's quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a Size Standard of $16.5 million. Service Contract Labor Standards A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4605, Revision Number 11, dated December 21, 2020. Offeror Instructions Each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any, and; 5. Detailed Technical Capability narrative. 6. Completed Past Performance Reference form(s). 7. Insurance Certificate 8. Contractors shall be authorized to provide maintenance on Trane and Data Aire equipment. Technical personnel shall possess appropriate certification. Provide confirmation of certification for technical personnel. Contractors who do not respond to items 1 through 8 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award. Site Visit A site visit is strongly encouraged. Quoters are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. Quotation Submission Response Quotes in response to this solicitation shall be submitted electronically via email by 11AM Eastern, on June 22, 2021 to the following Government representative(s): Natasha Thieman, Contract Specialist [email protected] 757-441-6526 It is the Contractor's sole responsibility to ensure that any quote, to include any other email correspondence, transmitted to the specified Government representative(s) is received prior to the due date specified herein. Contractors are highly encouraged to contact the RFQ's specified Government representative(s) prior to the RFQs date for receipt of quotes to ensure the Government receipt of the transmitted quote and to ensure quote eligibility. Quotes received after the date and time specified in the RFQ may render it ineligible for consideration or evaluation. The anticipated award date is on or about June 30, 2021. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. ** Please note: Upon contract award and before any service begins, the contract issued requires the Contractor to provide evidence meeting the NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy in accordance with the NOAA Acquisition Manual (NAM) Contract Clause 1330-52.222-70.** Evaluation Factors (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (1) Technical, (2) Past Performance, and (3) Price. All evaluation factors other than price, when combined, are significantly more important than price. (1) Technical Understanding and Capability (most important) The Government will evaluate the offeror's ability and method of providing all the requirements in the SOW asclearly and fully demonstrate that it has a thorough understanding of the requirements and can successfully provide the requirements. Offerors that cannot specifically address their ability and method of providing all the requirements in the SOW, or that do not submit a technical section with their offer, may be rejected without further consideration. (2) Past Performance (equally important as technical understanding and capability) The Government will evaluate an offeror's past performance to determine the degree to which current and previous contract efforts indicate the probability of the offeror successfully performing the requirements of the SOW. The currency and relevancy of the information, source of the information, context of the data, and general trends in contractor's performance will be considered. The Government may use a variety of sources, data, and/or information available about the offeror's current or past performance, not just the information identified by an offeror, to evaluate past performance. Sources that may be used to evaluate past performance include, but are not limited to: (1) the Contracting Officer's knowledge of and/or previous experience with the offeror, (2) past performance questionnaires/surveys, (3) the Federal Awardee Performance and Integrity Information System (FAPIS), and/or any other source. Although the Government will consider information obtained from other sources, the burden of providing thorough and complete past performance information rests with the offeror. Past Performance information received from the offeror shall be within the past 3 years or ongoing and be relevant to this requirement (i.e. the same or similar requirement.) Current performance will have a greater impact in the evaluation than less recent performance. Only relevant past performance will be evaluated. An offeror's lack of relevant past performance will not be evaluated favorably or unfavorably and will be rated as "neutral". However, a strong record of relevant past performance will be considered more advantageous to the Government than a "neutral" rating. (3) Price (least important) The Government shall evaluate the prices listed in the Schedule of Supplies/Services for price reasonableness (Base Period and all Option Period CLINS). Evaluation of options does not obligate the Government to exercise any option periods. Unrealistic low prices and high prices may be rejected without further consideration. The other evaluation factors are significantly more important than price. Although price is not the controlling factor in award of an order, it is an important factor and should not be ignored. The degree of its importance will increase with the degree of the equality of the offers in terms of the other evaluation factors which selection is based. If competing offers are substantially equal in technical capability and past performance, price may be the controlling factor in award. Offerors are required to provide a firm-fixed unit price for all items/CLINS. (b) OPTIONS The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
