Husband, son of woman killed crossing McCausland in 2015 settle with two drivers

Jan. 23--ST. LOUIS -- The husband and son of a Brentwood woman killed in 2015 while crossing McCausland Avenue after leaving a Greek restaurant have reached settlements with two drivers who hit her and their insurance companies.

The $180,000 settlement approved Tuesday by St. Louis Circuit Judge Jason Sengheiser says insurance policies will pay $79,383.50 to Candi McNeal's husband, Justin "Jay" McNeal, and $40,000 to her adult son, Jesse Parkin.

The plaintiff's lawyers are being paid $60,616.50 from the total settlement.

McNeal, 45, was killed about 7 p.m. Jan. 25, 2015 on McCausland at Plateau Avenue.

She and her husband were crossing the street after leaving Olympia Kebob House and Taverna for dinner when she was hit by two cars -- a Volkswagen Passat driven by Levi Kramer, then 22 of St. Louis, and a Nissan Frontier pickup driven by David Quante, then 61, of Moscow Mills.

Jay McNeal, who wasn't hurt, carried his wife to the grass on the east side of McCausland. Paramedics tried to revive her but she later died at Barnes-Jewish Hospital.

Jay McNeal declined to comment after the hearing. Quante's lawyer also declined to comment. Kramer's attorney couldn't be reached.

No criminal charges resulted from Candi McNeal's death, which prompted city officials to re-examine the intersection's safety and traffic patterns.

Candi McNeal was the third pedestrian killed there since 1998.

A traffic signal was installed there after a woman, 82, was killed by a hit-and-run driver in December 2004.

Six years earlier, a woman, 84, was killed there by a full-sized van. At least one was walking to Olympia with her husband when she died.

It is unclear whether the city made any changes to the street or intersection after the latest death. At the time, a restaurant manager said people often cross against the light because the signal seems long.

Candi McNeal was a risk analyst at Commerce Trust Company in Clayton since 2000, her husband has said. They had been married nearly 19 years.
