Holzapfel remains as education board president

Dec. 23--The Glenn County Board of Education once again voted unanimously last week never to let President Judy Holzapfel hand over the gavel.

Holzapfel, who was elected to the board in 2008 and was immediately selected president, will serve her seventh consecutive term at the helm in 2016.

Holzapfel, laughing at the motion to immediate close nominations once her name was called, said she wasn't sure if the four other board members truly think she's really good at being president, or they just don't want the job.

"I don't mind serving," she said, after accepting the pos tion. "It's always been a pleasure."

Holzapfel, who represents the Orland area, retired in 2007 as the school nurse for Glenn County Office of Education after 30 years of service.

Adele Foley, who was elected to the board in 2008, was selected to her first term as vice president.

Foley represents the Willows area.

Board of Education duties on Dec. 16 included approving the first interim budget, reflecting 2016's general fund expenditures that are expected to come in at $15,701,842, up slightly over last year's $15,626,999.

The Board of Education also voted 4-1 to increase Superintendent Tracey Quarne's salary to $141,411 or approximately $615 a day for 230 days a year, plus health insurance.

Quarne, who once again offered to take no mileage reimbursement for using his own vehicle for county business, said the increase of about $2.26 a day is basically a wash for the Glenn County Office of Education, although it will be reflected in his pension.

"I can't take mileage into retirement, but I can take salary," he said.

Compensation for the superintendent in Glenn County has varied widely over the years and has been a contentions subject for nearly a decade.

Quarne's predecessor, Arturo Barrera, received $157,241 or approximately $715 a day for 220 days a year, was provided a county car and fuel, and had an annual cost of living increase built into his contract.

Quarne's salary is about the same as a deputy superintendent and will take effect on Jan. 1.

It will be reviewed annually, Holzapfel said.
