Congressional candidate tours Utica, discusses health care

UTICA -- Republican candidate for the 22nd congressional district, George Phillips, was in Utica Wednesday touring small businesses.

Part of his agenda included discussing rising health care costs under the Affordable Care Act.

"The fact that New York State forces residents to pay for a health care via a federal welfare mandate for Medicaid on our property taxes simply adds to the burden. We are the only state in the nation that shifts this federal mandate to property taxes," he said in a statement.

Phillips is from Binghamton.
