The agency's minimum needs can only be satisfied by the unique supplies or services available from only the above cited source, which possess unique capabilities demonstrated as follows:

Only the unique support of Teradyne can satisfy the Air Force's minimum support needs. Teradyne is the OEM for the Spectrum S9100 Test Systems and certain proprietary hardware and software issues apply. Only the OEM (Teradyne) offers support for the proprietary items listed below for the tester and support for these items is required.

Teradyne is the only known source which possesses the required technical knowledge, parts, engineering data, and test equipment and expertise to maintain this test system as they are in possession of the technical data documentation necessary to ensure support reflects the latest maintenance processes for both software and hardware.

The Government does not own data to procure this effort competitively. Teradyne is the owner of proprietary hardware and software. Contracting this work is the only option, since the Government does not have access to proprietary data.
