City of Troy welcomes new firefighters

TROY — Two new firefighters/EMTs were sworn in by Mayor Robin Oda during Troy City Council's Monday evening meeting.

The new members of Troy Fire Department, Paul McDonald and Ethan Nosker, both went through the apprenticeship program and are now in paramedic training.

McDonald, a Troy native, is a 2024 Troy Christian High School graduate. Nosker, also a Troy native, is 2024 Troy High School graduate. Both McDonald and Nosker applied to the apprenticeship program right out of high school and have completed their firefighter one and two at the state of Ohio Fire Academy. They have finished their EMT training through Edison State Community College and are now full-time firefighters for Troy.

"It is good to have you guys here as firefighters now instead of apprentices," said Oda to the new Troy firefighters.

In other business, at the May 19 meeting, City Council adopted the following six resolutions:

To authorize the director of Public Service and Safety Patrick Titterington to enter into a master employer services agreement with the American Fidelity Assurance Company for an employee voluntary insurance benefit program for full-time city of Troy employees and elected officials eligible for city-provided health insurance benefits.

Council determined there is a benefit for employees in making available an employee voluntary insurance program for the consideration of full-time employees, with all premiums paid by the employee through payroll deduction. City staff recommended employee voluntary insurance program be made available through the American Fidelity Assurance Company.

To authorize Titterington to enter into the PY 2025 chip program partnership agreement by and between the Miami County Board of Commissioners, the city of Piqua, and the city of Troy, for the Ohio department of development (ODOD) community housing impact and preservation (CHIP) program.

A CHIP partnership receives more points in the CHIP application process. Staff from Miami County, the city of Piqua, and the city of Troy have met and discussed possible housing improvement projects that can be funded with CHIP. Individual projects can include both extensive home rehabilitation and also smaller home repair projects for qualifying low-to moderate-income households.

To authorize the city of Troy to participate in the cooperative purchasing program of the Meta Solutions Purchasing Cooperative and do so by declaring it as an emergency.

Cities may participate in cooperative purchasing programs offered or sponsored by any other political subdivision, regional council of government, public agency, the state, or the federal government, or as a third-party beneficiary under a state of federal procurement contract.

To authorize Titterington to enter into an agreement with Timons Group, of Richmond, Virginia, for the GIS utility network implementation project.

City council has determined that the city's GIS system needs to be updated and enhanced as the current system is outdated and cannot be supported and city staff has recommended that the firm of Timons Group be authorized to provide the GIS utility network implement project.

To authorize consent and cooperation with the Ohio Department of Transportation (ODOT) for the resurfacing of state Route 41, West Main Street, from Experiment Farm Road to the west corporation limit of the city of Troy, in for year 2026, participation in the project. This was passed by declaring it as an emergency.

The city agrees to assume and bear 100% of the entire cost of the improvement within the city limits, less the amount of federal-aid funds set aside by the director of transportation for the financing of this improvement from funds allocated by the Federal Highway Administration, U.S. Department of Transportation.

To authorize preliminary participatory consent and cooperation with ODOT for resurfacing of Experiment Farm Road from the north corporation limit to state Route 41, within the corporation limit of the city of Troy, and to do so by declaring it as an emergency.

This project will resurface Experiment Farm Road from the city of Troy north corporation limit to state Route 41.
