City logs perfect score on annual safety evaluation

March 22--Each year the Missouri Intergovernmental Risk Management Association (MIRMA) comes to Hannibal to conduct a risk management safety evaluation and audit of the city. For the better part of a decade the results have been perfect, including in 2018, according to Angel Zerbonia, city clerk.

"This is the sixth consecutive year for this accomplishment, which is quite a task for a city of our size," she said during the March 20 city council meeting.

Co-coordinators of the city's safety program, Mike Murphy and Debbie White, were cited for their work in new roles.

"Gratitude is extended to them both for their extra contributions," wrote Zerbonia in a memo to the council.

The city's evaluation can have a financial benefit.

"Higher evaluation scores do impact the amount the city is assessed in annual premiums," noted Zerbonia in her memo.

In other business:

? City-owned lots at 1913 Spruce St. and 417 Oak St. were each offered for $120 to Timothy Dade and Richard Cerretti, respectively. The $120 is to cover the cost of a title search and recording it.

? Supplemental budget appropriations for outside legal counsel, an increase in self-insurance healthcare claims and property maintenance were approved, as were budget amendments that reflect donations to the fire department and expenses relative to the its recent purchase of equipment.

? Approval was given to hiring Yancey Auction Services for $60 to provide services during the 2018 City Auction to be held Saturday, April 28, at the Hannibal Street Department.

? Final reading was given a bill that amends by 2.11 percent the city's bid limits for 2018-19.

? Second and final reading was given a bill that rezones from F-Industrial to A-One & Two Family 10 acres of land owned by Clinton Conrad located just north of Mayapple Lane.

? A maintenance agreement the Hannibal Board of Public Works and Missouri Department of Transportation regarding the new lights that were recently installed along U.S. 61, from Pleasant Street/West Ely Road to near James Road/Highway MM, in Hannibal.

? Street and parking space closures were approved during the 42nd annual Samuel L. Clemens Arts and Crafts Festival, July 2-6.

? Street closures and a carnival fee waiver were approved during National Tom Sawyer Days and parade, June 30 through July 8.

? Street closures and use of city-owned property were approved during the 42nd annual Folklife Festival, Oct. 20-21.

? The Parks Department was given permission to purchase a 2018 Dodge Ram 3500 one-ton, 4-by-4 truck from Poage Chrysler, Dodge, Jeep, Ram, Fiat for $39,866. It was the lowest bid received.
