Chinese association in Palm Beach County donates to Dorian Bahamas fund

When Hurricane Dorian first started to bear down on the Palm Beach County coast a month ago, Qingchuan Yao started receiving phone messages from frantic Chinese graduate students at area universities.

"They had no experience in hurricanes, they have no idea," said Yao, a software engineer who lives in Boca Raton.

Yao helped start an emergency group on the Chinese messaging service WeChat that quickly grew to 250 members. Together with other local Chinese immigrants, he sent regular updates in Mandarin and English tracking the hurricane's whereabouts and providing emergency preparedness tips.

By the time Dorian diverted and slammed into the Bahamas, the group's members understood a hurricane's destructive power. They also saw the devastation unleashed on the island.

"Some emergency group [members] said, 'We have to do something for the Bahamas,'" said Yao, who was then president of the Chinese cultural association CASEC.

The association turned the emergency listserv into a call for donations, receiving more than $7,000 from 50 donors in the weeks that followed.

CASEC treasurer Rui Falcon said she then decided it was time to build a relationship with the Greater Palm Beach and Martin Chapter of the American Red Cross.

Last Friday, the CASEC team, dressed in red polo shirts adorned with the group logo, met for an early morning meeting with Red Cross officials to explore volunteer opportunities and future synergies. And to present a check for $7,300.

"Our objective here is to represent the Chinese community but also really to connect with other communities," said Falcon, a West Palm Beach financial adviser, who described how the group promotes Chinese culture in Florida's five southern counties.

Yao Yan, a geographer for local government and CASEC's current president, said his 2,500 members include highly trained scientists, including hurricane specialists planning a seminar in December, which caught the Red Cross's interest.

Palm Beach and Martin County Red Cross executive director Jennifer Broden Durrant identified a need for Chinese translators and geographers who can help with unmapped areas where Red Cross has difficulty delivering services.

Yao also told the story of when he first arrived to Florida nearly 15 years ago and left his family home during a hurricane.

"I left at home my wife and two kids in the apartment alone," he said, adding that his neighbor put plywood on his windows the protect his family. "I didn't do anything. No food, no protection, no water. My neighbor did everything. I didn't know anything about hurricanes."

Chinese students attend Florida Atlantic University and Palm Beach State College and some high school students are at American Heritage. Yao said most have never experienced a tropical storm and do not know how to prepare.

Program manager Samuel Pierre, who is coordinating the local response with Bahamian evacuees, offered Red Cross disaster preparedness briefings to the Chinese graduate students.

"I see a partnership opportunity with the Red Cross," said Pierre.

Added Broden Durrant: "The information piece is so important with the stress level."

CASEC members gleefully handed out blue logo-stamped T-shirts to Red Cross employees and took a photo with an oversize donation check, part of relationship that will not only keep their community safe but allow them to form bonds with American neighbors.

"Hurricane Dorian was a monster, at the beginning everybody was scared," said Yao. In addition to organizing scientific seminars and cultural programming, Yao said CASEC members are now motivated to volunteer in the community.
