Cedar Falls, unions start contract talks

Dec. 08--CEDAR FALLS -- Unionized city police, parks and public works employees are proposing a 5 percent pay increase and no changes in health insurance in their initial collective bargaining proposals to the city.

The city is initially proposing a 1 percent pay increase, a one-year agreement and increased employee health insurance premium contributions.

Police, public works and parks employees represented by Teamsters Local 238 and the city exchanged initial proposals in separate public meetings this week. They are renegotiating terms of agreements that expire June 30. About 25 police employees and 45 public works/parks employees are involved.

The city proposed employees pay up to 25 percent of premium costs. Bargaining unit employees currently pay 10 percent of premium costs, up to $30 a month on single coverage and $85 per month on family coverage.

Attorney Mike Galloway of the Ahlers law firm in Des Moines, representing the city, noted the city's initial insurance proposal was intended to start a conversation about insurance coverage.

Police also included among their initial proposal several changes in vacation and overtime pay and an increase in shift differential from an additional 25 cents per hour for working third shift to 75 cents per hour.
