Hurst has seen an increase in the number of calls from people who are navigating new markets and new plans.
"We're getting a lot of the calls from people we've seen last year, the plans have changed, they want to call us up and make sure they're doing the right thing," she said.
"We're still getting calls, and we have open enrollment events," Hurst said.
Many outreach efforts rely on state or federal grants, but funding for it is drying up, Hurst said.
As a result, outreach efforts planned for the future cannot be expected, Hurst said.
"I'm not sure how that's going to happen," she said.
