SOURCES SOUGHT ANNOUNCEMENT The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for College of Distance Education and Training (CDET), Marine Corps University/Education Command, Training and Education Command, Quantico, VA 22134.

INTRODUCTION:

This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources (preferably with a GSA schedule) to include businesses that are Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business to provide the required courseware products and/or services.

The College of Distance Education and Training (CDET) is seeking information for potential sources for electronic courseware licenses that include IT, Desktop, Business, Safety, Environmental, Driving Skills, and Health Courses. The government plans to host these courses on the Marine Corps' Learning Management System (LMS) hereafter referred to as MarineNet.

CONTRACT/PROGRAM BACKGROUND:

Contract Number: M00264-10-F-0090 Contract Type: FFP Incumbent and their size: Current Contractor performing this work is SkillSoft Corp., a large business. Method of previous acquisition: Sole source acquisition.

Brief description of the current program/effort. The Marine Corps' College of Distance Education and Training (CDET) is currently purchasing twenty-five thousand (25,000) courseware licenses that include IT, Desktop, Business, and Legal Courses. The contract is via the GSA Schedule and was awarded as a FFP with a base period and 4 option periods. The Marine Corps is hosting the electronic courses on MarineNet with access from either the .mil and .com environment.

The government plans to award a FFP contract in Sep 2015 for a base year + 4 option periods 1 year each.

Place of Performance. Place of performance is MCB Quantico, VA. 22134; Courseware will be delivered to the CDET Quantico address with subsequent deliveries to the Marine Corps Distance Learning Network Operations Center (DLNOC).

REQUIRED CAPABILITIES:

1. The Government's requirement is for access to commercially available, electronic courseware, to include videos that will be used to supplement the education and training of the Marines and civil servants. Specifically, the government wants to purchase access to the commercial electronic courseware by purchasing annual licenses that can be renewed; the government does not want to purchase the courseware or the rights to edit or tailor the courseware. The courseware will remain the sole property of the contractor.

2. The government desires to purchase licenses for the following course subjects:

* Information Technology, i.e. Lynx, C+, C Sharp, MSCE, 8570, CompTIA Security+ SY0-401, web development, cyber defense * Desktop Applications, i.e. Microsoft Office Products, Adobe Products * Business, i.e. Lean Six Sigma, Leadership, Mentoring, Writing for Success, Program Management, Communicating with Professionalism and Etiquette * Legal, i.e. EEO and Preventing Discrimination in the Federal Workplace, Workplace Harassment Prevention for Employees, Workplace Harassment Prevention for Managers * Environmental, i.e. Asbestos, Hazardous Waste, Emergency and Disaster Preparedness * Safety, i.e. NFPA 70E Electrical Safety in the Workplace, Back Safety and Injury Prevention, Hearing Conservation, Fire Safety and Prevention * Health, i.e. Blood Pathogen Awareness, Heat Stress Recognition and Prevention, Tuberculosis: Prevention and Control * Driving skills, i.e. backing up, Defensive Driving, Defensive Driving Fundamentals

3. The electronic courses should integrate the use of technology and use adult learning methodologies with cognitive learning theories to enhance the learner's interest, learning, and reinforce retention. To assure comprehension, audio narration, relevant visual aids, reference information, and opportunities for the learner to interact with the content.

4. The IT courses should be developed around leading technologies, IT initiatives, and evolving job roles and competencies. Additionally, the IT courses should support students acquiring professional certifications from leading software, hardware, networking and web service companies, such as Microsoft, Cisco, Oracle, PMI, and CompTIA.

5. The desktop courses should provide essential computer skills training for all computer desktop users. Courses should include training on the Microsoft suite of Office products, Adobe applications, Internet and e-mail basics, computing fundamentals, and business and reporting tools.

6. The Business courses should include industry courses and simulations that meet LEAN Six Sigma certifications, enhances professional development skills, and focuses on behavioral skills that are critical to performance across a myriad of job responsibilities, as well as the skills and knowledge that are critical to the various areas of functional responsibility in today's knowledge organizations.

7. The Legal courses should address organizations' compliance training needs in the areas of HR, Harassment and HIPAA. These courses should include but not be limited to addressing such topics as the No Fear Act, Sexual Harassment and Prevention for Federal Employees, Privacy Awareness, and Pre-Retirement Planning.

8. All Environmental, Safety, and Health Courseware should address a wide range of ES&H requirements including OSHA, EPA, DOT, NFPA, and IATA laws and regulations. The Driving Skills courseware should provide courses in traffic safety designed to establish and reinforce positive road behaviors toward driving and be designed to comply with regulatory requirements such as addressing issues before and while driving, using essential safe driving techniques to avoid collisions, minimizing distractions and maintain alertness, driving safely in various weather conditions, and responding to specific driving emergency situations.

SPECIAL REQUIREMENTS

To ensure compatibility with the MarineNet LMS, all the electronic courses must be accessible via various commercial web browsers in a centrally hosted environment. The courseware must SCORM 1.2, 2004 version 3, or AICC conformant and able to be played via a standard web browser player or a unique player provided to the contractor.

SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 511210, with the corresponding size standard of $38.5 million. This Sources Sought Synopsis is requesting responses to the following criteria from all sources that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Sub-contracting Clause (FAR 52.219-14). SUBMISSION DETAILS:

Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
