INTRODUCTION:
This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources (preferably with a GSA schedule) to include businesses that are Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business to provide the required courseware products and/or services.

Brief description of the current program/effort.
The government plans to award a FFP contract in

REQUIRED CAPABILITIES:
1. The Government's requirement is for access to commercially available, electronic courseware, to include videos that will be used to supplement the education and training of the Marines and civil servants. Specifically, the government wants to purchase access to the commercial electronic courseware by purchasing annual licenses that can be renewed; the government does not want to purchase the courseware or the rights to edit or tailor the courseware. The courseware will remain the sole property of the contractor.
2. The government desires to purchase licenses for the following course subjects:
* Information Technology, i.e. Lynx, C+, C Sharp, MSCE, 8570, CompTIA Security+ SY0-401, web development, cyber defense * Desktop Applications, i.e. Microsoft Office Products, Adobe Products * Business, i.e. Lean
3. The electronic courses should integrate the use of technology and use adult learning methodologies with cognitive learning theories to enhance the learner's interest, learning, and reinforce retention. To assure comprehension, audio narration, relevant visual aids, reference information, and opportunities for the learner to interact with the content.
4. The IT courses should be developed around leading technologies, IT initiatives, and evolving job roles and competencies. Additionally, the IT courses should support students acquiring professional certifications from leading software, hardware, networking and web service companies, such as

The Business courses should include industry courses and simulations that meet LEAN Six Sigma certifications, enhances professional development skills, and focuses on behavioral skills that are critical to performance across a myriad of job responsibilities, as well as the skills and knowledge that are critical to the various areas of functional responsibility in today's knowledge organizations.
7. The Legal courses should address organizations' compliance training needs in the areas of HR, Harassment and HIPAA. These courses should include but not be limited to addressing such topics as the No Fear Act, Sexual Harassment and Prevention for Federal Employees, Privacy Awareness, and Pre-Retirement Planning.
8. All Environmental, Safety, and Health Courseware should address a wide range of ES&H requirements including
SPECIAL REQUIREMENTS
To ensure compatibility with the MarineNet LMS, all the electronic courses must be accessible via various commercial web browsers in a centrally hosted environment. The courseware must SCORM 1.2, 2004 version 3, or AICC conformant and able to be played via a standard web browser player or a unique player provided to the contractor.
