Man arrested for DUI

Athens Borough Police arrested Frank L. Chapman, 34, of Waverly, following a traffic stop conducted on Aug. 25 on South Main Street.

The officer was on patrol when he observed a vehicle driven by Chapman drift across the center lane of travel more than once. It was because of this erratic driving pattern that the officer initiated a traffic stop. During the attempt to pull the vehicle over, the officer observed the back seat passenger bend down between the driver and front passenger seat, while the front passenger also lowered their head.

During the traffic stop, the officer observed the front seat passenger in possession of two beverage cans, one being in a "coozie." Both containers were open and contained an alcoholic beverage.

Chapman was asked to step out of the vehicle and perform a battery of field sobriety tests, during the completion of which, he was unsteady on his feet.

Officers arrested Chapman and charged him with DUI: high rate of alcohol; DUI: general impairment and one count of restrictions on alcoholic beverages. He will face these charges at a preliminary hearing with Magisterial District Judge Michael Shaw at 9:30 a.m. on Oct. 24.

DUI arrest made

Athens Borough Police arrested Ike R. Allen, 24, of Granville Summit, following a traffic stop conducted Sept. 6, on West Pine Street and North Main Street.

The officer observed a vehicle driving partially on the grass of West Pine Street and then veering back onto the pavement and off again. The vehicle was seen applying the brake for no reason and crossing the double yellow line when the officer activated his emergency lights and siren.

Upon conducting the traffic stop, officers observed Allen with bloodshot, glassy eyes and slurred and slow speech. He also emitted a strong odor of alcohol from his person. Allen could not provide the officers with valid proof of insurance.

Allen was asked to step out of the vehicle and perform a battery of field sobriety tests, during the completion of which, he was unsteady on his feet. During a sweep of the vehicle, the officer noticed two open beer bottles on the floor of the passenger side of the vehicle as well as multiple firearms and ammunition.

Allen was subsequently arrested and charged with DUI: highest rate of alcohol; DUI: general impairment; restrictions on alcoholic beverages; two counts of failure to keep right and one count of driving too slow for conditions. He is set to face Magisterial District Judge Michael Shaw at 9:30 a.m., Oct. 24 for a preliminary hearing to answer these charges.

Retail theft occurs

On Sept. 25, officers with the Athens Township Police Department were dispatched to Walmart for a reported shoplifting incident.

Upon arrival, officers arrested Lorrie A. Parsons, 44, of Meshoppen, Pa., for attempting to leave the store without paying for merchandise. In total, Parsons tried to steal $329.87 worth of merchandise from Walmart.

She was arrested and charged with one count of retail theft. She was pre-arraigned on Sept. 25 and received $25,000 bail. She faces President Judge Maureen T. Beirne at 8:30 a.m., on Oct. 27, in the Bradford County Court of Common Pleas to answer to the charge.

Domestic argument results in assault charges

Sayre Borough Police officers responded to an emergency call at South Elmer Avenue for a reported domestic disturbance in progress.

Upon arrival, police interviewed witnesses that stated Mark W. Garrison was seen choking a female victim and threatening her life. Garrison also retrieved a pistol and shotgun from his bedroom and threatened those who witnessed the argument.

Police subsequently arrested Garrison and charged him with simple assault and harassment by strike, shove or kick.

DUI crash occurs

On Aug. 2, Joshua D. Moore, 27, of Wysox, was found at the scene of an accident on State Route 1050 in Litchfield Township. Moore refused chemical testing of his blood at the time of the accident and over the course of an investigation into the cause of the crash, it was determined Moore was under the influence of alcoholic beverages.

He was arrested and charged with DUI: general impairment; DUI: highest rate of alcohol; operation without ignition interlock; failure to keep right; driving at a safe speed; careless driving; and failure to use safety belt. He will answer to these charges at a preliminary hearing at 3:30 p.m., Nov. 4, in front of Magisterial District Judge Fred M. Wheaton.
