Special Notice Number: W15QKN-14-Z-4285 Solicitation Number: W15QKN-14-R-0107 Notice Type: Special Notice Synopsis: The following notice has been amended from its previous version with the following changes: a. The date that Industry Day will be held has been moved from 15 October 2014 to 16 October 2014 b. The Agenda for Industry Day has been updated from 7:30 AM to 12:30 PM to 11:30AM-4:00PM c. The due date for all registration forms required of prospective attendees has been changed from 3 October 2014 to 17 September 2014. d. The estimated Solicitation release date has been changed from 15 September 2014 to 19 September 2014 e. The Foreign Visitor Data Request Form has been updated with Foreign Disclosure Requirements for Foreign Visits System Exempt Visits form. f. A Disclosure Requirement has been added to the registration requirements for this Industry Day. Disclosure is required for all U.S based businesses that are subsidiaries with a Foreign Parent Company. Those companies shall notify US Army Contracting Command to the attention of Robert Massey, Contracting Specialist, via email at: [email protected]. The office of the Project Manager Close Combat Systems (PM CCS) will sponsor and host an Industry Day for the PM CCS Shoulder-Launched Multipurpose Assault Weapon (SMAW) Rounds procurement in response to the request for proposal (RFP) W15QKN-14-R-0107, which is to be released on or about 19 September 2014. The SMAW system (consisting of a single launcher compatible with multiple rocket variants) is a direct fire, infantry assault and armored vehicle weapon used to destroy fortified bunkers, urban structures light armor and caves. RFP W15QKN-14-R-0107 is for the production and delivery of the SMAW 83mm High Explosive Dual-Purpose (HEDP) Round (HX05), the 83mm Common Practice (CP) Round (HX07), the 83mm Novel Explosive (NE) Round (HA34), and respective inert cut-aways, which make up the family of rounds being procured for the SMAW system. As part of the generating force, the sector of the Army that trains and equips our soldiers, Product Manager Close Combat Systems (PM CCS) is committed to providing smaller, lighter, more lethal munitions that ensure increased mobility and counter-mobility to the full spectrum of Army forces as currently organized and envisioned for the next 20 years. PM CCS actively partners with our Soldiers to develop and field equipment that directly addresses their needs on the battlefield and beyond. The purpose of this Industry Day is to conduct dialogue in an open forum between Industry, U.S. Army and U.S. Marine Corps participants on the procurement of the SMAW HEDP rounds, SMAW CP rounds and SMAW NE rounds in support of the subject RFP, W15QKN-14-R-0107. Industry Day will present the opportunity to discuss Industry and Government concerns as it relates to the RFP. Discussion will be conducted in the form of a general Question and Answer (Q&A) Session where Industry will have the opportunity to present their questions regarding the SMAW rounds and RFP requirements. The responses will be discussed publically, in this open forum, with the other contractors present. No one-on-one sessions will be conducted. It is the intent of the Government to post all questions and responses from the SMAW Industry Day as an attachment to this notice, as well as to the RFP as an amendment, on or about one (1) week following the event. In addition, all non-restricted responses will be posted on the Fedbiz website. This Industry Day shall not be used to elicit trade secrets. No sales pitches or quote mark give-aways quote mark shall be allowed from Industry participants. There will be information discussed at this Industry Day that is restricted to Limited Distribution D. No cameras, tape recorders, media or other reproduction devices, including cellular smart phones, shall be allowed during Industry Day. Industry is cordially invited to attend the Industry Day to be held: Date: 16 October 2014 Time: 11:30 AM to 4:00 PM Locations: Presentation Room, Building 12, Picatinny Arsenal, NJ 07806-5000 A Non-Disclosure Form shall be signed by attendees of the SMAW Industry Day. Company non-proprietary information shall not be discussed during the Industry Day. All media and recording devices, including cellular smart phones, will not be allowed. PM CCS SMAW/ Industry Day - Schedule of Events 11:30 AM - 12:00 PM - Check- in and Contractor Greeting 12:00 PM - 12:30 PM - Overview on SMAW will be conducted by PM CCS. The overview will introduce PM CCS and the SMAW program. 12:30 PM - 01:00 PM - Overview and discussion on the following SMAW documents: Statement of Work (SOW) and Contract Data Requirements Lists (CDRLS) 01:00 PM - 02:00 PM - Question and Answer Session. This portion of the event will open the floor to discuss previously submitted questions as provided by participants in advance of this Industry Day. 02:00 PM - 02:30 PM - Collection of additional questions from attendees 02:30 PM - 03:00 PM - Government preparation of responses to additional questions 03:00 PM - 03:30 PM - Open Discussion. Upon the completion of the Question and Answer Session and additional questions, participants will have an opportunity to discuss any questions or comments that have resulted from the materials discussed during the Industry Day. 03:30 PM - 04:00 PM - Closing Remarks Registration: Conference room space is limited and will be accommodated on a first-come-first-served basis. Pre-registration for this event is mandatory. Each contractor shall identify who will be attending Industry Day and submit all questions they would like discussed at the Industry Day, in advance, to the contract specialist at [email protected] by 3 October 2014. Interested sources shall submit the attached registration form, the attached Foreign Visitor Data Request Form and the attached Non-Disclosure Agreement (NDA) by 17 September 2014. Registration is limited to up to four (4) representatives from each organization. Provide responses in writing to the Registration Point of contact (POC) Ms. Kimberly Jamison at, telephone (973) 724-2740 no later than 1600 EST on 17 September 2014. Please title your email as follows: Response to Industry Day Notice W15QKN-14-Z-4285; Your Company's Name. Advance substitutions will be permitted if a 7 Day Advance Notice is given, otherwise substitutions are prohibited. Please note, telephone inquiries will not be accepted. Registration Checklist: 1. Registration forms to Registration POC by 17 September 2014 2. Questions for Industry Day submitted to Contract Specialist by 3 October 2014 3. Review public visitors guide for visiting Picatinny Arsenal, recommend completing prior to submitting registration 4. A signed and approved DD Form 2345 Militarily Critical Technical Data Agreement. 5. A copy of the offeror's applicable license issued by the Department of State if the offeror is a non-U.S. company. 6. A completed AMSTA-AR Form 1350 Technical Data Questionnaire. 7. A completed and signed Non-Disclosure / Non-Use Agreement. 8. Disclosure Requirement: Disclosure is required for all U.S based businesses that are subsidiaries with a Foreign Parent Company. Those companies shall notify US Army Contracting Command to the attention of Robert Massey, Contracting Specialist, via email at: [email protected]. 9. A completed Foreign Disclosure Requirements for Foreign Visits System Exempt Visits form submitted at least 30 days in advance of the Industry Day LIMITED DISTRIBUTION DATA INFORMATION INSTRUCTIONS Note: The highest Distribution level for this procurement is Distribution D. DISTRIBUTION D: Distribution Authorize to the Department of Defense and U.S. DoD Contractors only; Administrative or Operation Use, 3/15/2009. Other requests shall be referred to the Project Manager for Close Combat Systems, ATTN: SFAE-AMO-CCS, Picatinny, NJ 07806-5000. Export of these drawings is restricted by the Arms Export Control Act of 1979, as amended, Title 50, U.S.C., Sec 2401, et Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230-25. This also applies to all subcontractors at every level. In the event that a potential offeror is a foreign company, they must comply with and obtain any necessary licenses required by, the Arms Export Control Act and implementing regulations, prior to obtaining the referenced drawing. EXPORT-CONTROL WARNING: This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sect 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of the DoD Directive 5230.25. DESTRUCTION NOTICE: For unclassified, limited documents, destroy by any method that will prevent disclosure of contents or reconstruction of the document. In order to obtain copies of, and participate in discussions on information restricted to Distribution D requires the following forms to be completed by all interested parties and sent to the contract specialist listed below: 1. A signed and approved DD Form 2345 Militarily Critical Technical Data Agreement. 2. A copy of the offeror's applicable license issued by the Department of State if the offeror is a non-U.S. company. 3. A completed AMSTA-AR Form 1350 Technical Data Questionnaire. 4. A completed and signed Non-Disclosure / Non-Use Agreement. All completed forms and requests shall be submitted to: ATTN: Mr. Robert Massey Bldg 10, Phipps Road Picatinny Arsenal, NJ 07806 [email protected] Installation Access: Check-in will be at the Main Gate Visitor Center, unless attendee has CAC card allowing entrance to Picatinny Arsenal. Visitors with Vehicles (no CAC Card): Visitors are required to bring photo identification for check-in. To obtain a vehicle security pass you must have a driver's license, vehicle registration and proof of insurance. Additional information may be required at the Visitors Center upon arrival. All visitors must enter Picatinny Arsenal through the Main Gate. Visitors must stop at the Visitor Center to obtain their visitor's pass. It is recommended that you review the Public Visitor's Guide to visiting Picatinny Arsenal, NJ at the following website: http://www.pica.army.mil/PicatinnyPublic/about/visitors_guide/index.asp Foreign National attendees (or attendees representing a foreign-owned company or foreign-owned U.S.-based subsidiary) will be unable to obtain a vehicle security pass and will be provided transportation from the Visitor Center to the respective location for Industry Day. Please coordinate any transportation needs with the registration point of contact. This Industry Day is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. The Government implies no intention to acquire funding to support any current or future requirement as a result of the Industry Day. No award will be made as a result of this Industry Day. In accordance with FAR 52.215-3 Request for Information or Solicitation for Planning Purposes, the Government will not pay for any costs incurred as a result of this Special Notice, to include costs associated with attending the Industry Day. All information is to be submitted at no cost or obligation to the Government. The Government is not obligated to notify respondents of any results of the Industry Day. Any documentation provided will not be returned. Technical or other questions regarding this Industry Day shall be submitted to US Army Contracting Command, Picatinny Arsenal, New Jersey, Building 10, Picatinny Arsenal, NY 07806-5000 to the attention of Robert Massey, Contracting Specialist, [email protected].
