Commissioner Appoints Two to Top Posts

BALTIMORE, Aug. 11 -- The Maryland Insurance Administration issued the following news release:

Maryland Insurance Commissioner Therese M. Goldsmith announces the appointment of Michele T. Oshman, Esq., as the State's Associate Deputy Insurance Commissioner and Victoria August, Esq., as Associate Commissioner for Compliance and Enforcement at the Maryland Insurance Administration (MIA), effective today.

As Associate Deputy Commissioner, Ms. Oshman will serve as the Commissioner's designee for most quasi-judicial hearings, where aggrieved parties have the opportunity to have their cases heard.

Prior to joining the MIA, Oshman served as the Chief Deputy Director in the Illinois Department of Insurance. In that capacity, she was the senior manager of the Department's Springfield office, overseeing sections that regulate corporate finances, life and health insurance, and property and casualty insurance. Previously, Oshman was a partner in several law firms, litigating a variety of insurance related cases.

"Michele's multi-faceted experience in both the business and regulatory sides of the insurance industry make her a unique fit to serve the citizens of our State," said Commissioner Goldsmith. "I am pleased to have Michele working on our team."

Oshman received her Juris Doctor from the University of Baltimore School of Law and her Bachelor of Arts degree in Natural Sciences from Towson University. She is a member of the bar in Maryland, the District of Columbia, Illinois and the U.S. District Court, Northern District of Illinois.

Ms. August's appointment brings another experienced attorney to the MIA. "Victoria is a highly talented litigator, well-versed in the insurance industry," Commissioner Goldsmith said. "She's the perfect choice to lead our Compliance and Enforcement team."

August served as a senior contracts consultant for Becton Dickinson Diagnostics. In that capacity, she drafted contracts to meet regulatory requirements. August also worked in several law firms, where her practice focused on insurance law. She brings more than 10 years of experience in the property and casualty insurance industry, including managing a claims department while attending law school.

August received her Juris Doctor from the University of Baltimore School of Law, and her Bachelor of Arts degree in Economics from the University of Delaware. She is a member of the bar in Maryland, and the U. S. District Court, Maryland.
