309th SMXG/PZIMC intends to issue a sole source contract to a purchase The Winsted Corporation for operator consoles. The ITIPS room in VAFB requires adequate working surfaces for telemetry analysis to successfully perform all of the required duties during launch operations. ITIPS requires individual work surfaces for a total of eight telemetry work stations, one viewing terminal work station and one unclassified control terminal work station. The layout for the front row control consoles will have an overall semicircular layout made up of straight section control consoles. The front row will consist of a single straight control console in the center with two T shaped control consoles on each end and connected with a 15 degree angle surface. The second row will consist of two separate T shaped control consoles spaced apart and both angled 15 degrees opposite from vertical. The third row will consist of a single straight work surface control console. The T shaped control consoles are approximately 15ft x 3ft with a peninsular extruding from the midway perpendicular to the previously given dimension approximately 2.5ft wide x 3.5ft long. The straight control consoles are approximately 7.5ft long and 3ft wide. Under the peninsulas the control consoles will have shelving. Each station will house a single Dell T7610 workstation, except for the control terminal workstation which will have two, mounted under the control console top with a swing out door for easy control. Each Dell designated for the purpose of telemetry analysis and viewing will drive a quantity of six monitors each and will require them to be in a three column two row configuration in front of the analyst. The Dells designated as control terminal will drive a total of four monitors in a two column by two row configuration. On the surface under every array of monitors, a single 2U turret will be required to house telecommunication equipment with a depth of 16inches. In-between the monitor arrays collinear to the peninsulas there will be enough surface area to allow installation of a networked HP M750 LaserJet printer. Each T shaped control console will include electrical junction boxes and enough electrical plugins to handle at least 12 monitors 2 computers 1 printer. Each straight control console will include electrical junction boxes and enough electrical plugins to handle at least 6 monitors 2 computers and 6 miscellaneous connections.

Notice to Intent to award a Sole Source Procurement in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to issue a sole source contract to the contractor The Winsted Corporation. The solicitation will be posted at http://www.fedbizopps.gov/ under solicitation number F2DCCE4268A001 on 3 October 2014. This requirement is considered sole source due to the fact the The Winsted Corporation that the weapon system consoles have to be the exact part number and design as the prototype system. The NAICS code for this requirement is 334511 (Acceleration indicators and systems components, aerospace type, manufacturing) with a small business size standard of 750 employees. This notice is not a request for competitive proposals and all other interested contractors shall submit a capabilities document which states their abilities on fulfilling this requirement. Responese should be submitted by 12:00 p.m. MST on October 10, 2014. Description of the service to be purchase with clause is listed below.
