Healthcare and Insurance

The United States Office of Personnel Management (OPM) is responsible for setting benefits and human resources policies government-wide and providing guidance to agencies, as well as for procuring and managing the contractual relationships with carriers for the various benefit programs. Interested applicants can find more information about OPM and the benefits we administer on www.opm.gov/insure. As the Federal government's human resources agency, OPM administers insurance and retirement benefits for millions of Federal employees, retirees and their eligible family members. As part of its mission to manage insurance benefits, OPM oversees for the Federal Employees Dental and Vision Insurance Program (FEDVIP). While OPM provides contractual and program oversight, the FEDVIP contractors are solely responsible for hiring, training, and managing its employees, subcontractors, etc.

FEDVIP was implemented in late 2006 to provide comprehensive dental and vision insurance products to the Federal population. FEDVIP currently has over 2 million enrollments and covers over 3 million lives.

OPM is accepting proposals that meet the requirements set forth in the application. OPM will entertain proposals for at risk and discount dental and vision products. This is an unrestricted competition for dental and/or vision insurance carriers or consortiums of carriers to submit proposals to enter into contracts to offer group dental and/or vision benefits to Federal government employees, annuitants, and their eligible dependents.

We will select up to ten (10) dental and up to four (4) vision plans. We are limiting the number of contracts that will be awarded to support the viability of the Plans and integrity of the program.

The principal objective of this application is to provide comprehensive, accessible and competitively priced dental and vision services.

Selected applicants will provide service under fixed price contracts, with prospective price redetermination. OPM will contract with the applicants whose proposals offer the greatest overall value to Federal employees, annuitants and their dependents. The selection of applicants will be determined by evaluation in accordance with the established evaluation criteria, considering cost, plan design and other factors.

All responsible sources may submit a proposal, which we will consider.

OPM will award contracts for one (1) base period of seven (7) years.

Qualified carriers must submit their applications by February 18, 2013, to receive consideration to participate for the 2014 contract year, beginning January 1, 2014. We anticipate awarding the proposed contracts by May 1, 2013.

The FEDVIP application is located under the attachment section of this notice. Instructions for the submission of proposals is located in section L.15 within the application. Please submit questions to mailto:[email protected].

All Federal benefit programs are administered in accordance with Federal law and implementing regulations. The successful applicants must be intimately familiar with the FEDVIP law and regulation to ensure it is in compliance.
