Appleman leads Hess in fundraising in state attorney race [The News Herald, Panama City, Fla.]

Nov. 19--PANAMA CITY -- State Attorney Glenn Hess has the signatures needed to run for re-election, but his war chest is only about half of his rival Jim Appleman's. Appleman lacks the signatures, but has more than enough money to buy his way out of the signature requirement.

According to the most recent campaign finance reports, filed with the Department of State on Sept. 30, Appleman still has a sizable lead in both the number of donors and total donations. Appleman had secured a total of $108,823.32 from 299 donors as of Sept. 30. During the same period, Hess had collected $49,569.08 from 166 donors.

Hess already had collected 1,908 signatures, more than the 1,799 required for the state to waive the candidate qualifying fee. Appleman had collected 796 signatures. Petitions are due in April.

A candidate who has collected signatures from 1 percent of the voting population does not have to pay a qualifying fee, which for 2012 state attorney elections is $9,004.62 for a candidate affiliated with a political party.

Hess and Appleman are both running as Republican candidates; if no Democratic candidate enters the race, the race will be determined by voters in the August primary election.

With at least 10 months to go before any ballot is cast, the candidates are about neck-and-neck in terms of spending so far. Appleman had dropped $18,234.36 and Hess had plunked down $17,069.94.

Both have spent mainly on advertising: Hess' largest single expense was $11,650 to Lamar Advertising; Appleman's, aside from repaying a loan he made to his campaign, was $5,400 to Neves Media Productions, a marketing firm.
