SOURCES SOUGHT NOTICEThis is not a request for quotes or proposals. No formal solicitation document exists at this time James E. Van Zandt VA Medical Center (VAMC) has a need for nursing home services for eligible Veterans. This sources sought notice is issued in an attempt to determine level of interest in doing business with the VA for provision of nursing home services in a specified area. The notice supersedes any previous notices issued for Altoona VAMC nursing home services. Responses will assist VA planners in determining an appropriate acquisition strategy which best fits VA requirements.

Network Contracting Office (NCO4), on behalf of Altoona VAMC, intends to solicit proposals from contractors in the Altoona VAMC catchment area which includes: Cambria and Somerset Counties in the State of PA and to provide community nursing home services at contractors' facilities under Basic Ordering Agreements (BOAs).

The NAICS code is 623110 and the size standard is $27.5 million.

A DRAFT performance work statement and pricing schedule describing Altoona VAMC requirements is attached to this notice. As a summary, the nursing facility ensures that care meets the health needs and promotes the maximum well-being of VA patients. Nursing Home care will be furnished to meet the medical, nursing, and psychosocial needs of VA Beneficiaries. Physician visits, laboratory, x-ray, and other special services for VA patients will be at the same frequency as that provided to other patients at the nursing home receiving the same or comparable level of care. In addition, the care provided shall include room, meals, nursing care, and other services or supplies commensurate with the VA authorized level of care, without extra charge. The Facility must have and maintain the Pennsylvania Department of Health Nursing Facility License, insurance, and be Medicaid and Medicare qualified.

Interested parties are requested to respond to this notice no later than November 21, 2016, 3:00 PM Eastern Time. Please provide a copy of your nursing home license, insurance certificate, Dun & Bradstreet (DUNS) number. Please also indicate whether small or large business and whether or not registered in www.sam.gov formerly Central Contract Registration (CCR). SAM registration is free and a mandatory requirement for award of any government contract or agreement.
