The United States Mint, Department of the Treasury is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support Occupational Health Physician Support Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621111 Offices of Physicians (except Mental Health Specialists) with a size standard of $11 million. This sources sought notice is in accordance with the Federal Acquisition Circular (FAC) Number 2005-83-3 with an effective date of November 01, 2015. There is no solicitation at this time. This request for information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

Acquisition Objective: The United States Mint (MINT) has a requirement for Occupational Health Services at the Philadelphia, PA MINT Facility. In general, the required services would include emergency treatment, fitness-for-duty examinations, preventive health screening examinations and training, treatment and/or assessment of on-the-job illnesses and injuries, coordination and authorization for emergency medical treatment at another medical facility, general medical services which help keeps employees at work, and the administration of various immunizations.

Vendor Qualifications: All vendors will be required to meet the following qualifications:

1) Be a licensed Medical Doctor in the State of Pennsylvania and have experience with Occupational Medical Services (preferable in manufacturing); 2) Provide acceptable evidence of Liability Insurance; 3) Be United States Citizens or Permanent Resident Aliens; 4) Certified Occupational Hearing Conservationist preferred (please identify if you hold this certification); 5) Have familiarity and experience with various types of medical regulations and programs (Occupational Safety and Health Administration, Privacy Act, Worker's Compensation, Federal Employees Compensation Act, National Institutes for Occupational Safety and Health, Health Insurance Portability and Accountability Act, and Office of Personnel Management); and 6) Be able to speak and write clearly and in plain English.

If your company has the potential capacity to perform these contract services and meet the vendor qualifications, please provide the following information:

1) Company name, address, email address, website address, telephone number, and business size (i.e., large, small, non-profit, educational, etc.) and type (i.e., woman-owned, service disabled veteran owned, minority-owned, 8A, etc.); 2) Ability to provide occupational health physician services at the United States Mint's Philadelphia location at 151 N. Independence Mall East, Philadelphia, Pennsylvania 19106. 3) Three separate shifts are required to support this effort (1st 7am-3:30pm; 2nd 3pm-11:30pm; and 3rd 11pm-7:30am) with a 32-hour work week. Primary coverage is required for 1st and 2nd shifts. 4) Please advise whether a site visit will be required or if pictures and a list of medical equipment to be provided (as government furnished equipment [GFE])will suffice in order to submit a proposal on this effort. 5) In order for your company to be pre-qualified, vendors must submit capability statements in accordance with the listed pre-qualification criteria. Once a vendor is pre-qualified, the United States Mint will provide a copy of the full solicitation.

The government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent in scope and scale with those described in this notice; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) provide services under a performance based service acquisition contract. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition.

Please note, in accordance with 31 U.S.C. [Section]5136, no provisions of law governing procurement or public contracts are applicable to the procurement of goods or services necessary for carrying out the United States Mint programs and operations.

Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by December 4, 2015 2:00pm EST. Responses shall be limited to 8 pages. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

The information provided in the RFI is subject to change and is not binding on the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The United States Mint has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
