This Statement of Work covers exportable Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS) Pre-Retirement Planning Seminars in support of Military Sealift Command's (MSC) initiative to provide monthly pre-retirement planning seminars for Civilian Mariners (CIVMARs) and Civilian Personnel (CIVPERS) at Customer Service Unit (East) in
2. BACKGROUND

3. REQUIREMENTS. The contractor shall provide a Civil Service Retirement System (CSRS) Pre-Retirement Planning Seminar and a Federal Employees Retirement System (FERS) Pre-Retirement Planning Seminar for Civilian Mariners (CIVMARs) and Civilian Personnel (CIVPERS) exportable to Customer Service Unit (East) in
4. LOCATIONS.
Training will be held at MSC's Customer Service Unit East in
5. PERFORMANCE METRICS The contractor is accountable for course quality subject to evaluation and is also accountable for timeliness of the course offerings and their cost-effectiveness. The contractor will develop a method that measures and demonstrates training effectiveness for the course. This measurement is expected to include seeking student feedback; for example, end of course surveys or a similar method, in order to gather statistics on training effectiveness.
The contractor could expect a MSC Staff Representative to be present at the course offering. If present, the MSC Staff Representative will audit the course and may provide a verbal or written evaluation to the instructor immediately upon the conclusion of the training; in addition, the MSC Staff Representative will provide a written evaluation to MSC upon return to his place of work. TRAVEL POLICY. The Government will reimburse the contractor for allowable travel costs incurred by the contractor in performance of the contract and determined to be in accordance with FAR subpar 31.2, subject to the following provisions: Per Diem for travel on work assigned under this contract will be reimbursed to employees consistent with company policy, but not to exceed the amount authorized by the
G-1 AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER
a. Except as specified in Paragraph (c) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the "Changes" clause of this contract.
b. The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as part of this contract.
c. The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely the Contracting Officer's. In the event the contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any cost increase incurred as a result thereof.
