Sources Sought/Request for Information Description: This Sources Sought Synopsis is in support of Market Research being conducted by the United States Navy to identify hazardous material and oil spill kits in compliance with Commercial Item Description (CID) A-A-60013 for U.S. Navy ships. The U.S. Navy has published two CIDs related to shipboard hazardous material/oil spill clean-up and containment. CID A-A-60013 contains requirements for salient characteristics and regulatory compliance for the complete hazardous material and oil spill kit. Material requirements were developed based on Navy storage, safety, and environmental requirements. The purpose of this Sources Sought is to issue a Request for Information (RFI) to identify vendors and products which comply with all requirements set forth in the CID, and establish a Qualified Products List (QPL) for the CID. CID A -A-60013 is provided as Attachment A. Information submitted to the RFI will be reviewed by the Navy and vendors/products found to be compliant with the CID will be forwarded by the Navy to the Defense Logistics Agency (DLA) for establishment of National Stock Numbers (NSN) for each CID category and unit(s) of issue. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT NOTICE IS STRICTLY VOLUNTARY. Responses: For each product you would like the Navy to consider, the following shall be provided. The Navy will not review incomplete packages. Company Name and CAGE Company contact Information (Address, Phone Number, email) Name of Applicable CID Product Part Number Unit of Issue and Unit of Measure (e.g. One 30 gallon drum; each drum contains 50 sorbent pads, 4 sorbent pillows, 4 sorbent socks, 2 disposable bags) Physical Dimensions of Product Components Copy of Product/Technical Data Sheet Price per Unit Issue Objective Quality Evidence (Test Results, SDS, Statement on Company Letterhead, etc.) that the product meets all the requirements of the applicable CID. Sorbents: Provide certification that sorbents meet the requirement of CID A-A-59759A. Chemical Resistance: Provide SDS or statement on company letterhead stating chemicals not to be used with sorbent. Strength: Provide results for sorbents tested in accordance with procedures listed in CID A-A-59759A. If test results are not available, provide a statement on company letterhead that strength requirements are met. Construction: Provide results for sorbents tested in accordance with procedures listed in CID A-A-59759A. If test results are not available, provide a statement on company letterhead that strength requirements are met. Sorption: Provide results for sorbents tested in accordance with procedures listed in CID A-A-59759A. If test results are not available, provide a statement on company letterhead that strength requirements are met. Buoyancy: Only applicable to Type V sorbents. Provide results for sorbents tested in accordance with procedures listed in CID A-A-59759A. If test results are not available, provide a statement on company letterhead that strength requirements are met. Flammability: Provide results for sorbents tested in accordance with procedures listed in CID A-A-59759A. If test results are not available, provide a statement on company letterhead that strength requirements are met. Environmental Considerations: Provide results for sorbents tested in accordance with procedures listed in CID A-A-59759A. Off-gassing: Provide results for sorbents tested in accordance with procedures listed in CID A-A-59759A.
