Rusk City Council awards health insurance bid; adopts 2 resolutions

July 28--Rusk City Council approved all four agenda items 5-0 during its Thursday night meeting.
According to Rusk City Manager Jim Dunaway, the council agreed to an Interlocal Agreement between the city and the Rusk Economic Development Corporation for the transfer of $300,000 to the city's Interest and Sinking Fund.
The bid for employee health insurance was awarded to Texas Municipal League IEBP for 15.9 percent less than the existing rate paid by the city. Dunaway said it is great to be able to lower the rate.
Also, approved were two resolutions -- one resolution adopted an investment policy for the City of Rusk and another adopted a fund balance policy for the city.
"We established the resolution to keep 25 percent of funds in the fund balance," Dunaway said.
He explained that since revenue is typically less for the city in October, November and December due to taxes not being due yet, that the measure will allow money for emergencies, if needed.
He said both the investment policy and fund balance policy are procedural resolutions needed for the city's credit rating.
A Budget Workshop was also held, and it continued for a little more than an hour. Dunaway said he gave an overall idea of the budget during the session. However, he said the council will soon begin going through budgeted items by department.
The next budget workshop is set for 6 p.m. Thursday, Aug. 2.
