Placer County, Calif., Issues Public Comment on FEMA Notice

WASHINGTON, Sept. 24 -- Placer County, California, has issued a public comment on the Federal Emergency Management Agency notice entitled "Request for Information: National Flood Insurance Program's Community Rating System". The comment was posted on Sept. 22, 2021:

The CRS rating system needs to change the prerequisite for Class 4 for larger Counties.
The current requirement is for impact adjustment of 0.5 or more or 50% watershed in future growth.
As a large county with limited areas for growth, it is impossible to ever meet this prerequisite (currently a 0.1 impact adjustment). In the past
I have had enough points for a 4 but could not receive the rating as this is the only prerequisite.
I can not obtain. Perhaps it could be changed to read that for a county (or a community with significant open areas) that the 50% of the watershed area is based on census designated place areas (known developable areas) so that communities that are large (such as Placer County) can actually obtain the better ratings.
